Textron's Chief Human Resources Officer to Deliver Remarks at World Health Care Congress

Posted on: Monday, 17 April 2006, 15:00 CDT

Textron Inc. (NYSE: TXT) announced that John D. Butler, executive vice president administration and chief human resources officer, will speak today at The 3rd Annual World Heath Care Congress in Washington, D.C. Butler, who is the director of the HR Policy Association and chairs the Health Care Quality Reform Initiative, will discuss ongoing efforts to develop a Standard Format for Health Plan Requests for Information (Standard RFI).

The Standard RFI is an initiative that would require health care providers to supply uniform information on the capabilities of their health plans, assisting employers in their efforts to cost-effectively select the best health plans for employees and retirees. The project will be completed in stages over the next two years with elements available for use as early as the 2008 health care contracting cycle.

"Common metrics and greater transparency will help drive down health care costs while increasing the efficiency and quality of available plans, and the Standard RFI is one of the first steps toward realizing this goal," said John D. Butler. "At Textron, we recently orchestrated a major shift in our approach to health care by consolidating offerings to substantially improve benefits for our employees. We know first-hand how critical it is for companies to have policies such as a Standard RFI in place in order to achieve beneficial change within their companies and for their employees."

Butler will speak to the benefits of Standard RFI, including:

-- Reducing administrative costs;

-- Supporting value-based purchasing;

-- Advancing transparency and pay-for-performance; and

-- Developing enhanced methods to assess the relative value of plan performance.
