National Business Coalition on Health's Community Coalitions Health Institute Launches First Value Based Purchasing Project

WASHINGTON, May 1 /PRNewswire/ -- To measure and identify best practices for deploying value based purchasing (VBP), the National Business Coalition on Health (NBCH), a non-profit consortium of employer based coalitions, recently launched the Community Coalitions Health Institute (CCHI). The goal of CCHI, a 501(c)(3) subsidiary, is to develop research for employer lead coalitions and other industry stakeholders to implement VBP -- obtaining the highest quality care at the most reasonable cost -- across the country.

The first endeavor to result from CCHI is the eValue8 Research and Reporting Project. Users and stakeholders of eValue8, the common request for health plan information, recently convened at a summit with employers, health plans and coalitions to help define reporting needs and strategies for using eValue8 data. Often sited by industry stakeholders as a key source of purchasing information, the eValue8 database contains information on almost 300 health plans across the nation, revealing trends in employer expectations in health plans.

"The work of CCHI will be critical for business coalitions and employers as we continue to seek value in the healthcare market, said Laurel Pickering, executive director for the New York Business Group on Health. "Employers can no longer just focus on the cost of care because we know that quality is a critical component. This is what drives the best outcomes at the best cost and leads to healthier, more productive employees. The information coming from CCHI will be used to inform value based purchasing strategies across the country."

While eValue8 is the first initiative, several other projects including efforts around diabetes and obesity are underway."

CCHI's initial projects have been funded with support from GlaxoSmithKline and Pfizer Inc. Results will soon be available from several other projects. For example, in conjunction with the Agency for Healthcare Research and Quality (AHRQ) and NBCH coalitions' Mid-Atlantic Business Group on Health, the Greater Detroit Area Health Council and the Memphis Business Group on Health, a project is currently underway to identify and spread best practice models for diabetes.

Value Based Purchasing

Key principles of value based purchasing include: measuring the performance of health care providers, including physicians, health plans, and hospitals; reporting performance data to the public to empower consumers and other purchasers of health care; paying more to those physicians, hospitals, and other providers who deliver excellent performance; and adjusting benefit designs so that they promote improvements in health care systems and contain overall health care costs.
