Stem Cell Bills Under Debate in Congress

Congress debates three stem cell bills this week:

-One bill would lift a restriction, imposed by President Bush, that allows federally funded research only on human embryonic stem cell lines derived before Aug. 9, 2001. Embryonic stem cell lines could be used for federally funded research if they meet certain criteria requiring that the embryos were created for fertility treatment and would otherwise be discarded.

The bill's supporters say the current policy too severely restricts the number of stem cell lines available to researchers searching for treatments for a wide range of diseases. The president said he will veto the bill. In a statement, he said the current policy permits scientific research without establishing "incentives or encouragement for the destruction of human life."

-A second bill would encourage scientists to search for ways to derive the crucial all-purpose stem cells from sources other than embryos.

-The third bill would prohibit "fetal farming," or pregnancies in women and animals created for the purpose of growing an embryo or fetus in order to obtain tissue or stem cells for research purpose.
