Rights Groups Say Juvenile Girls Abused

Girls incarcerated at two New York state juvenile facilities are violently restrained and sexually abused, two rights groups said in a report.

The report, released Monday, said girls at facilities known as Tryon and Lansing were pushed to the floor then pulled up before handcuffed. The report said it documented three times in five years when prison staff engaged in sexual intercourse with girls and instances of inappropriate touching.

Custody and Control: Conditions of Confinement in New York's Juvenile Prisons for Girls, issued by Human Rights Watch and the American Civil Liberties Union, examined conditions at Tryon and Lansing, run by The New York Office of Children and Family Services. They are the state's only two higher security institutions holding girls.

Handcuffing and shackling girls when they left the facilities violate OCFS regulations, the report said. In addition, girls were allegedly strip searched and abused verbally. Also, girls don't receive the same educational opportunities as boys, the report claimed.

The organizations asked New York juvenile officials to revise its restraint policies. The organizations recommended that the state act quickly to ensure confinement conditions for girls comply with state and federal laws, and international standards.
