Summary

Along with Korea, Taiwan is one of the richer 'Asian Tiger' economies. Per capita GDP is similar to New Zealand, and behind only Japan, Singapore, Hong Kong and Australia in the Asia/Pacific region. The economy contracted in the wake of the more general slowdown in 2001, but has since performed well again.

Imports supply around 80% of the medical equipment market. There is a growing domestic industry, which is becoming more sophisticated. Taiwan in particular is a major manufacturer of wheelchairs. However, local production remains fragmented and largely geared to supplying export markets. The market is therefore dominated by overseas companies, principally from the USA and Japan.

The appointment of a local distributor is essential for any manufacturer wishing to sell in Taiwan. Some direct selling does take place, but this is almost always on a one-off basis. Private hospitals tend to deal on a one to one basis with local agents. Equipment tenders for public hospitals are often handled through the Central Trust of China, the government procurement agency. Taiwan has a large number of small distributors, which often are non-specialist. In 2001, there were 20,560 'medical device dealers' according to the Department of Health.

A much-cited problem in recent years is the apparent manipulation of medical regulations by the Department of Health. Overseas manufacturers' associations, notably Advamed, have strongly criticised Taiwan for discriminating against imported goods in an attempt to promote locally produced products, and keep healthcare costs to a minimum. Instances have been reported where the Department of Health has waived clinical trial requirements for local manufacturers, but imposed them on importers.

This report comprises four main sections: Medical Device Market Outlook, Background Data, Healthcare System, and Accessing the Medical Device Market. The Outlook section provides analysis of the market and five-year forecasts by technology category, national data projections and key market developments. Other sections provide a wealth of background and market access information, including population trends, morbidity and mortality, health expenditure, organisation & administration, hospital services, ambulatory care, medical personnel, trade data and essential industry contacts.
