Secretary of Public Welfare Fills Key Position in the Office of Medical Assistance Programs

HARRISBURG, Pa., Jan. 24 /PRNewswire/ -- Public Welfare Secretary Estelle B. Richman today announced the appointment of Michael P. Nardone as the Deputy Secretary for the Office of Medical Assistance Programs (OMAP).

"His extensive experience, along with his efforts to improve healthcare policies, will be a true asset to the individuals and families we serve through the Medicaid program."

The Office of Medical Assistance Programs is responsible for the statewide administration of Pennsylvania's medical assistance program, which purchases medical and health care services on behalf of medical assistance recipients in an efficient, economical and accountable manner.

OMAP's major program areas include managed care services purchased on a prepaid capitation basis, inpatient care, and outpatient services purchased on a fee-for-service or cost reimbursement basis. In addition, program responsibilities include monitoring fraud and abuse activities and assessing the quality of care received by recipients enrolled in both fee-for-service and managed care plans.

Prior to this appointment, Nardone served as the executive director of the Governor's Long-Term Living Council and was responsible for integrating policy, planning and budget initiatives for the commonwealth's long-term living system. Additionally, Nardone oversaw the development of strategies to achieve key, long-term living reform goals, including achieving a more appropriate balance between home and community-based services and institution- based care.

Prior to his service to the Long-Term Living Council, Nardone was the executive deputy secretary for the Pennsylvania Department of Public Welfare, where he focused on medical assistance reform, integrated children's services and the development of community based services for consumers of mental health and mental retardation services.

Nardone received his undergraduate degree from Haverford College and his Masters in Public Affairs from Princeton University. He lives in Camp Hill with his wife, Francesca.
