Hong Kong Editorial Urges Dalai Lama to Take Concrete Actions on “Three Stops”

Officials of the relevant central department held a meeting with Dalai’s personal representative on the mainland yesterday [4 May]. In a collective interview with Japanese media stationed in Beijing, President Hu Jintao expressed the hope for positive results from the meeting.
A host of facts show that the “14 March” violent incident in Tibet and a series of activities to sabotage the Beijing Olympics were carefully instigated and organized by the Dalai clique. Under such circumstances, the relevant central department still held the consultation meeting with the Dalai side, thereby manifesting the central authorities’ consistent policy and, still more, broadmindedness and tolerance towards Dalai. The Dalai side should treasure the opportunity of consultations by, first and foremost, taking concrete actions on the “three stops,” that is, truly stopping activities to split Tibet from the motherland, to plot and stir up violence, and to sabotage the Beijing Olympics, in order to create the condition for consultations in the next stage.
The central authorities’ policy towards Dalai is consistent and unequivocal, and the door to dialogue is always open. Since the day in 1959 when Dalai deserted and fled the country, the central government has always waited patiently for him to come around. Since 2002, Dalai’s personal representatives have held six meetings with officials of the relevant state department. The lack of sincerity on the Dalai side is the fundamental reason why progress was not made in the consultation meetings. Dalai, first, did not recognize that Tibet was part of China in history; second, wanted to overthrow the system set up in Tibet after the democratic reform; and third, insisted on establishing the “greater Tibet region,” which never exists in history. Dalai’s disregard for history and reality and his unreasonable proposal were, of course, unacceptable to the central government and the people of all ethnic groups in the relevant regions. As a result, the consultation meetings could not continue.
In holding the latest consultation meeting with Dalai’s personal representative, officials of the relevant central department continued to adhere to the principle and demanded Dalai to take concrete actions on the “three stops.” As far as the principle is concerned, discussion on the issue of sovereignty was not allowed because Tibet has been part of China since ancient times. Dalai was not qualified to discuss the human right issue because the protection of human rights in Tibet is the best in history. Dalai’s intention to overthrow the system established after the democratic reform in Tibet and to restore the feudal serfdom of alliance between church and state, which is more backward than Europe in the Middle Age, is totally against human rights.
Dalai claimed that he “has never demanded Tibet’s independence and never opposed and boycotted the Beijing Olympics.” However, since Beijing successfully won the bid to host the Olympics, the Dalai clique has called for the “decisive battle at the Olympics” in order to accelerate activities to split Tibet from the motherland by way of disrupting the Olympics. Whether it is the scheming and provocation of violent incidents or proposal for the so-called “greater Tibet region” and “middle-of-the-road line,” the purpose is to seek “Tibet independence” and promote secession. Dalai’s insistence on a “high degree of autonomy” in the “greater Tibet region” is a disguised form of “Tibet independence” in a broader region. The various activities of disruption and sabotage carried out by snow-lion-flag-flaunting “Tibet independence” elements during the Olympic torch relay outside the territory were also inseparable from the Dalai clique’s instigation, plot, and organization.
“Listen to his words and observe his acts.” Dalai should wake up to reality quickly and completely. He should absolutely not say one thing but do another thing. To show sincerity, he should truly comply with the demand for “three stops.”
