Russia Opposes UN List of State Sponsors of Terror - Kremlin Source

Moscow, 14 September: Russia rejects the possible role of the UN in drawing up the "blacklists" of the states sponsoring terrorism, a source in the Kremlin told Interfax on the eve of the summit of world leaders in New York.
"The comprehensive strategy of anti-terrorist struggle, put forward by the UN secretary-general, needs further work. In particular, we see as inappropriate the attempts to involve the UN in drawing up the 'blacklists' of the so-called sponsors of terrorism," the presidential administration official said.
In general, Russia's view of the ideas outlined in Kofi Annan's report, is positive, the source said. He stressed that the antiterrorist coalition formed on the basis of UN resolutions must implement an adequate policy on countering terrorism, and the UN Antiterrorist Committee should play the coordinating role.
"The main thing is to find a legal form, appropriate for all UN members, for political approaches outlined in the report. It would be preferable to do this while working on the comprehensive anti- terrorist convention," he said.
Russia finds it necessary to consolidate international efforts in struggle against the global drug threat, and is especially concerned about the situation in Afghanistan.
"The creation and strengthening of the anti-drug 'security belts' around Afghanistan is our priority," the source said.
