Hurricane Rita, packing winds of 145 mph at its center, moved towards the U.S. Gulf Coast at 9 mph Thursday afternoon.
The National Hurricane Center predicted Rita would make landfall somewhere near the Texas-Louisiana border late Friday or early Saturday.
While forecasters predicted Rita would weaken in the next 24 hours, the center said it remains a dangerous Category 4 hurricane.
At 5 p.m. EDT, the hurricane's eye was 405 miles southeast of Galveston, Texas, and 390 miles southeast of Port Arthur, Texas. Hurricane-force winds extended 60 miles outward from the eye, and tropical storm force winds stretched further to 205 miles, forecasters at the National Hurricane Center in Miami said.
A hurricane warning was in effect from Port O'Connor, Texas, to Morgan City, La., and a tropical storm warning in effect for coastal areas to the east and west, including New Orleans and Lake Pontchartrain.
Houston Mayor Bill White urged residents who do not live in flood-prone areas to stay put to relieve congestion on northbound highways.
