Expert Says Iranian Nuclear Team Must Concentrate on Legal Dimensions

Nuclear team must concentrate on legal dimension: Musavi

TEHRAN, 16 October: Former Iranian representative to the International Atomic Energy Agency Seyyed Khalil Musavi told the Mehr News Agency on Sunday [16 October] that Iran's nuclear negotiating teams have never been perfect, and the countrys lack of legal experts is quite conspicuous.

In order to get satisfying results and make correct decisions at this sensitive juncture, there must be a balance between technical, political, security, and legal experts on Irans nuclear negotiating team, he observed.

He said that Irans nuclear team during the Mohammad Khatami administration was politically oriented and the current team of the Mahmud Ahmadinezhad administration is security oriented, but the legal dimension has been ignored by both of these teams.

Commenting on the necessity of having a comprehensive political strategy, he stated that when the negotiators sit down to talk, they should be able to deduce at least ten of their partners next moves in regard to ten scenarios, as if they are playing chess, in order to avoid hasty decisions.

In diplomacy, there is always a way out. Negotiators never close all options, and, at the moment, there are some solutions for Irans nuclear crisis with the European Union. The insistence of the two sides on their stances does not mean that the talks have reached a dead end, Musavi opined.

He went on to say that the fact that the 35 members of the IAEA Board of Governors did not reach a consensus on the resolution on Irans nuclear dossier shows that the resolution was politically motivated and illegal.

In conclusion, Musavi stated that the current suspension of the voluntary implementation of the additional protocol to the nuclear Non-Proliferation Treaty is not advisable because the enemies, who possess powerful media, will use them to disseminate disinformation about Irans nuclear programme throughout the world.
