Reason for Delay?

Pakistan is home to 13,000 madrassas, which have been described as universities of hate, where 1.7 million young students are taught the concept of jihad to prepare them to fight for the cause of Islam. The West's tardy response to Pakistan's earthquake relief efforts could be linked to this.
