The second reason is that killers and slaughterers, be they takfiris or former regime remnants, never believe in dialogue. Rather, they believe in bloodshed and seek to bend the will of the Iraqi people to satisfy their sick ends ... Thus, it is unfair to use reconciliation as a bridge to rehabilitate murderers and butchers and get them involved in the political process. Fairness requires that they be brought to Iraqi justice to receive the punishment they deserve for the crimes they have committed against Iraqi people..."
