Tsentoroy, 27 November: The parliamentary election in Chechnya can be regarded as valid as by 1200 Moscow time [0900 gmt] the voter turnout had exceeded the minimum threshold set by law - 25 per cent of registered voters, ITAR-TASS has been told by the vice-premier of the Chechen government, Ramzan Kadyrov. "The turnout has already topped 25 per cent. People are demonstrating a very high turnout, which is helped by Allah and the mild weather," he said.
At the State Duma election in 2003 turnout at this time had been a little lower - 22 per cent.
While confirming the figures showing high voter turnout, the republican electoral commission, for its part, explained that "an official announcement that the elections have been pronounced valid will follow as soon as reports from all 20 constituency electoral commissions have been pooled".
