The Florida Highway Patrol said a motorist called 911 to report a state trooper who was arresting him for failing to cooperate during a traffic stop.

Troopers said Kevin Allen, 36, of Casselberry, Fla., refused to show his license to a patrol officer after he was pulled over for speeding on Interstate 4, the Orlando (Fla.) Sentinel reported Tuesday.

Investigators said the trooper warned Allen that refusing to show his license was grounds for arrest and the motorist refused to leave his car, even after the trooper grabbed his arm to arrest him.

The trooper used pepper spray on Allen as the motorist dialed 911 and claimed he was being assaulted by an officer. Allen demanded the dispatcher call members of the news media to the scene.

This is not cool! Allen shouted over the phone.

Allen was treated for pepper spray exposure at the scene and booked at the Orange County Jail on charges including three counts of resisting arrest with violence and one count of battery on a law enforcement officer. He was released after posting $2,700 bail.

The Florida Highway Patrol said a review determined the trooper followed proper procedures during the incident.
