The Veterans’ Advisory Board on Dose Reconstruction (VBDR) will meet July 23, 2013, at the Hilton Arlington Hotel, 950 Stafford Street, Arlington Va. The meetings are free and open to the public. All interested persons are encouraged to attend; advance registration is not necessary.

Registration will begin at 7:30 a.m. and the meeting will adjourn at 6:30 p.m.

The VBDR is a Congressionally-directed Federal Advisory Committee that examines the dose reconstruction procedures used by the Defense Threat Reduction Agency (DTRA) of the Department of Defense and claims procedures of the Department of Veterans Affairs (VA). The Board makes recommendations to DTRA to improve the scientific accuracy of the Atomic Veteran’s ionizing radiation dose reconstructions and to the VA on administrative improvements to reduce the time required to adjudicate an Atomic Veteran’s claim for service-related treatment and compensation.

Atomic Veterans are defined by Public Law (PL 108-183) as individuals who served in Hiroshima and Nagasaki, Japan, as occupation troops at the end of the Second World War or in POW camps near those two cities, or as participants in the U.S. above ground nuclear test program, which ended in 1962. Recently, the Board was also asked to review the dose reconstruction procedures used by the Navy to assess personnel stationed near the McMurdo Sound nuclear reactor and the DoD active duty service members, civilian and contract employees, and dependents in and around Japan during the Fukushima Daiichi incident that resulted from the earthquake and tsunami on March 11, 2011.

Briefings will be presented on the following subjects: Review of Atomic Veterans’ Epidemiology Study; Update on the NTPR Dose Reconstruction Program; Update on the VA Radiation Claims Compensation program for Veterans; Overview of the VA’s Office of Post Deployment Health; Presentation of the VA/ DTRA/VBDR Atomic Veterans’ Communications Plans; McMurdo Sound Radiation Dose Assessment; VBDR SC1 and SC2 Comments on McMurdo Station Dose Reconstruction and NIOSH–IREP’s Utility for Evaluating Probability of Disease Causation for McMurdo Station Veterans.

The July 23 meeting is open to the public. A one-hour session, scheduled from 4-5 p.m., will be reserved for public comments on issues related to the tasks of the VBDR. Speaking time will be assigned on a first-come, first-served basis. The amount of time per speaker will be determined by the number of requests received, but is nominally five minutes each. All persons wishing to speak at the meeting must sign in legibly at the registration desk. Speakers who wish to expand on their oral statements are invited to submit a written statement to:
