North Korean Radio Says USA Stoking “Nuclear War” Crisis

Text of unattributed news report broadcast by North Korean radio on 13 September; subheadings inserted editorially

Through the publication of the historic 15 June Joint Declaration [between North and South Korea in 2000], a new era of By Our Nation opened on the Korean Peninsula and phenomenal [Korean: kyongijogin] events and great progress are being made in the fellow countrymen’s movement for the fatherland’s reunification.

While viewing this as a thorn in one’s flesh, the United States is creating an artificial obstacle in the way of our nation, which is building a cornerstone for reunification while being full of great joy [Korean: hwanhui] and firm conviction [Korean: sinsim], as well as driving the situation on the Korean Peninsula to that of intensified tension [Korean: kinjang kyokhwa].

The US crime of bringing about a constant crisis of a nuclear war on this land so as to crush our Republic by force is [thus] generating surging rage and indignation from all fellow countrymen.

The United States, which recently presented the idea of dealing a pre-emptive nuclear strike [Korean: haeksonjegonggyongnon] against our republic according to a strategy for world conquest based on ascendancy of power, has plotted many dangerous sinister war plans to drive the Korean Peninsula into the flames of a nuclear war.

It is already known to the public that the United States has newly mapped-out and has been constantly renewing war plans of northward aggression based on specific and overall (?analysis) of the US war techniques during the wars to attack Afghanistan and Iraq, high-intensity [Korean: kogangdo] bombing using [its] overwhelming air force capacity, cyber warfare, and (?special warfare).

The US scenarios for a war of northward aggression that were exposed after the publication of the 15 June Joint Declaration alone are innumerable – Operations Plan 5027-04, which actualizes the blitzkrieg offensive strategy [Korean: sokchonsokkyoguigongsejyollyak]; Contingency Plan [Korean: ubal kyehoek], which is aimed at making the North’s attack capability powerless; New Operations Plan 5026, which is a pre-emptive deliberate air raid plan on the North’s nuclear facilities; Operations Plan 5030, which is aimed at inducing somebody to so- called commotion [Korean: tongyo] and collapse [Korean: punggoe] through constant war exercises and military provocation in and around the Military Demarcation Line [MDL].

USA’s “war plans”

It was recently disclosed that the United States mapped out Operations Plan 5029-05, which is aimed at deliberately creating an atmosphere of war and taking the initiative to stir up military collision; and Operations Plan 8022-01, which is an extremely dangerous aggressive war scenario to deal a pre-emptive nuclear strike at the slightest signs of a so-called nuclear threat from the North, and it even received the US Defence Secretary’s approval for them.

Moreover, what cannot be overlooked is that the US warmongers clearly spelled out the use of nuclear weapons in these war plans. At present, when the mood of national cooperation and independent reunification is rising daily, the United States is frantically reinforcing the forces of aggression to ignite the fuse of war on the Korean Peninsula.

One clear proof is the arms buildup plan announced by the United States in May 2003. The United States has poured a huge amount of money, amounting to 13bn US dollars, into the implementation of this plan and is bringing the latest war equipment into South Korea on a large scale. The US imperialists recently deployed to South Korea the latest AH-64D Apache Longbow helicopters; the Patriot-3 Missiles, which have seven times more combat capabilities than the previous system; the Shadow 200 unmanned reconnaissance aerial vehicles, which can be equipped with arms and equipment and provide aerial reconnaissance data; the M1-A1 Abrams tanks equipped with the state-of-the-art technology; the ATACMS Block II and ATACMS Block I- A ground-to-ground missiles; and joint direct attack bombs that have been tested in actual battles in the wars in Afghanistan and Iraq.

In addition, [the United States] deployed artillery brigades ensued by the additional deployment of the Patriot Missiles, and the Stryker Unit, which calls itself the test model of the ground army of the 21st century.

While making strategic changes of deployment in preparation for a war of northward aggression and carrying out large-scale arms buildup of US forces occupying South Korea under the pretext of US forces restructuring and redeployment, in June, the Second US Division was reorganized into a future-oriented division with mobile forces’ first heavily armed and mechanized combat brigade and multi- purpose air wing, and has become the vanguard unit for a war of northward aggression.

“Black clouds of nuclear war”

Due to the war exercises of northward aggression incessantly being carried out in South Korea and its vicinity by the US imperialists, the black clouds of nuclear war are being cast more darkly over the Korean Peninsula. War exercises of northward aggression have systematically increased drastically yearly since [the issuance of] the 15 June [Joint Declaration].

In particular, various kinds of war exercises that the United States conducted in South Korea this year are evoking concerns and resistance from all walks of life as they are extremely dangerous exercises focused on preparations for a pre-emptive attack against the North, in terms of its speed and accuracy compared to the ones of the past.

The US warmongers put a large volume of new types of up-to-date arms and equipment – including the Ship (Nilson), a large transport ship for strategic materials; the nuclear submarine Los Angeles; and a robot to deal with explosives – into the Reception, Staging, Onward Movement, and Integration [RSOI] and the Foal Eagle joint military exercise. The US warmongers mobilized over twice as many US forces [Korean: muryok] compared to last year.

In particular, the US forces’ commander of the Pacific region and the US state secretary fanned the heat of northward aggression, bustling about [Korean: torachimyo] the venues of the war exercises. This hints precisely of the danger of this year’s war exercise.

Simultaneously with its war preparation manoeuvres reaching at its peak, the United States also committed the extremely challenging Ulchi Focus Lens-05 joint military exercise while undisguisedly babbling about the appraisal and improvement of the combined system for implementing the Korean Peninsula operations.

US “ambitions” for nuclear war

The South Korean media circles’ response [Korean: panhyang] that the US forces had more interest in this year’s war exercise than the 2004 [exercise], which was said to be the largest scale since 1994, explicitly reveals the United States’ ambition for a nuclear war.

Regarding such frantic nuclear war manoeuvres of the United States, foreign news condemned that the United States’ continuous conducting of joint military exercises verifies that [the United States] is talking about dialogue a lot but, in reality, it is pushing – using more aggressive [Korean: chimnyakchogin] means and methods – in its attempt to crush the DPRK with force [Korean: muryok] at any time.

All the facts expose [Korean: kobarhago issumnida] to the whole world that it is none other than the United States that is the destroyer in realizing peace on the Korean Peninsula and the main culprit of the crisis of a nuclear war.
