MP Comments on Russian Proposal About Iran’s Nuclear File

November 14, 2005

Text of unattributed report, entitled: “The chairman of the National Security Committee reported: The formation of Western human rights committee in order to expose Western propaganda against Iran.” Published by Iranian newspaper E’temad website on 14 November

Borujerdi reported about the examination of the Russian proposal in the presence of the minister of foreign affairs in the Foreign Policy and National Security Committee of the Majlis, as well as the formation of a human rights committee in order to expose Western propaganda against Iran. Ala’eddin Borujerdi, the chairman of the Foreign Policy and National Security Committee of the Majlis, pointed out that through the inspectors that it has at its disposal the International Atomic Energy Agency [IAEA] has carried out extensive inspection of Iran’s nuclear activities. He said: “Those inspections have been carried out within the framework of the Additional Protocol that the government has signed. Those voluntary measures by the government that have resulted in the suspension of Iran’s nuclear activities in the field of uranium enrichment have been taken for the sake of building confidence and greater transparency. At that particular juncture those measures were necessary and were taken.”

Referring to the fact that those measures are still continuing at the present time in a voluntary manner and that the process of uranium enrichment has been suspended, he expressed regret that in response to those numerous measures we have not received a reciprocal response from the West. He added: “Their lack of response has forced the Supreme National Security Council to decide to reactivate the [word indistinct, presumably processing] in Esfahan. Of course, the West’s response to that action by Iran was provided by the resolution that was issued by the [IAEA] board of governors against Iran under American pressure.”

The chairman of the Foreign Policy and National Security Committee of the Majlis told ISNA: “In response to the sword that has been unfairly drawn against Iran by the board of governors, the Majlis has put forward a draft resolution on the basis of which if the threat of the board of governors is implemented and if Iran’s nuclear file is reported or referred to the UN Security Council outside the framework of the Agency and the board of governors, the government will be required to cancel all the voluntary measures that it has adopted in connection with the peaceful nuclear activities.”

Pointing out that Russia’s resolution has not yet been discussed in the committee, the chairman of the Foreign Policy and National Security Committee said that it would be discussed in tomorrow’s meeting of the committee in the presence of the minister of foreign affairs. He added: “In addition to submitting a report about the latest developments about Iran’s nuclear file, [Manuchehr] Mottaki will also report the details of the Russian proposal to the members of the committee.” According to him: “Ever since the president made his proposal in the [General Assembly of] United Nations about inviting foreign countries and private companies to participate in Iran’s nuclear activities, Iran’s Atomic Energy Organization has carried out some expert studies about how to implement that proposal. It has also studied the nature and the level of foreign investment and has prepared necessary regulations about it, on the basis of which the way has been prepared for the participation of foreign companies. Therefore, we should now await new proposals by private companies.”

Describing the human rights situation in the West as tragic, he referred to the incidents that have taken place in France recently, and said that it reveals the violation of human rights in the West and shows that the roots of violations are there. As the result of the activities of French police that festered wound has been opened, and such occurrences are not strange in Western societies such as France.

Referring to racial discrimination and massive injustice and intense tortures that have been carried out in Western jails, such as those in France and America, Borujerdi said that those crimes demonstrate that the situation of human rights situation in Western societies is very tragic.

Majlis deputy from Borujerdi said: “We have set up a committee particularly for the West in order to expose the falsity of Western claims that human rights situation is unfavourable in Eastern and especially Asian countries, and basically anywhere except in the West.”
