On the Road to the UN-Bali Climate Change Conference: Creating Global Consensus on a Sustainable Model of Avoided Deforestation

Indonesia is the Chair of the Conference on Parties (COP) XIII and will host the United Nations Framework Convention on Climate Change in Bali (December 3 to 13, 2007).

Mounting global concern over climate change and the link to deforestation has drawn international attention to the need to protect the world's forests. Forest destruction in the tropical rainforests countries known as the "lungs of the world" has raised major international concern. Indonesia is considered as one of the world's top three emitters of carbon dioxide. As the host of the COP, Indonesia is determined to play an active role proposing an alternative model of sustainable forestry-based development program.

Recently, the US invited leaders of the G-8 and the F-11 countries to a meeting on September 27-28. The F-11 is a group of tropical rainforest countries (Brazil, Cameroon, Columbia, Congo, Costa Rica, Gabon, Indonesia, Malaysia, Mexico, Papua New Guinea, and Peru), that was founded on September 24, at the UN General Assembly in New York. At the meeting the U.S. committed to work with other nations to begin a real dialogue on a worldwide effort to overcome the global climatic change without undermining the economic growth of the countries. The F-11 countries have expressed their interest in voluntary efforts to reduce greenhouse gas emissions through sustainable forest management and forest conservation.

As countries prepare for discussion and negotiation at the United Nations Climate Change conference in Bali, there is much interest in "Avoided Deforestation" - an effort to protect forests and reduce carbon emissions. However, the challenges will include:

-- How to achieve a global consensus on Avoided Deforestation among countries with different economic status. -- How to practice responsible forestry practices that are defined by a balance of economic benefit, social investment, ecological protection and emission reduction? -- What kind of investment in the form of green technology is needed? Will the US be the main investor? -- What kind of model can be implemented to encourage optimal solutions that prioritize rapid development but without ecological and social compromise?
