ENSR Names Scott Ellis to Lead Capital Projects Practice
Scott Ellis has been named director of capital projects permitting at ENSR. ENSR, part of AECOM, is a leading global environmental service provider.
Mr. Ellis will guide ENSR’s capital projects permitting strategy, which focuses on cost-effectively securing permits for its multinational clients’ capital-intensive projects while minimizing any environmental impacts. ENSR’s capital projects permitting service refers to the full range of environmental permitting activities required for pipelines, transmission lines, power plants, or other major capital projects.
ENSR has performed capital project permitting for major industrial clients since 1968, including recent regulatory and permitting work for a major North American pipeline project, and preparing environmental impact statements (EIS) for the Southern Nevada Water Association’s groundwater development project.

A technical expert in natural sciences and ecology, project management, line management, and program management, Mr. Ellis has 33 years of experience at ENSR managing major throughout North America and Latin America for global clients in the oil and gas, paper, mining, and electric industries. He holds a bachelor’s degree in Biology and English from Cornell University.
