Chinese Leaders Join Deputies for Discussions of Standing Committee Report

Beijing, 9 Mar (Xinhua) – This morning, Hu Jintao, general secretary of the CCP Central Committee, state president and chairman of the Central Military Commission [CMC]; Wu Bangguo, member of the CCP Central Committee Political Bureau Standing Committee and chairman of the National People’s Congress [NPC] Standing Committee; Wen Jiabao, member of the CCP Central Committee Standing Committee and premier of the State Council; Li Changchun, member of the CCP Central Committee Political Bureau Standing Committee; Xi Jinping, member of the CCP Central Committee Political Bureau Standing Committee and member of the CCP Central Committee Secretariat; and Li Keqiang, member of the CCP Central Committee Political Bureau Standing Committee separately attended the deliberations among deputies of some delegations attending the First Session of the 11th NPC.
Hu Jintao Attends the Deliberations Among Shandong Deputies
The atmosphere of the meeting was lively. The deputies vied to take the floor one after another. They said they fully endorsed the work report that Chairman Wu Bangguo gave on behalf of the NPC Standing Committee; and they put forth suggestions for following through the scientific development concept, building up China’s ability to innovate independently, promoting a booming cultural development, and developing vocational and technical education. After listening to the views of nine deputies, including Jiang Daming, Xu Zhenchao, Sun Qing and Liu Jiakun, Hu Jintao stated his views on three areas: 1) We must accelerate the process of changing the way to achieve economic growth, make efforts to expedite independent innovations, adjust the economic structure, upgrade the industrial structure, expand consumption demand, improve the people’s livelihood, and bring about a decent and fast economic development. 2) We must firmly adhere to the course with Chinese characteristics to achieve agricultural modernization; build an agricultural infrastructure; help peasants achieve higher incomes in a sustained fashion; and ensure basic supply of principal agricultural products, paying special attention to producing “food basket” products and to stabilizing the output, prices and market supply of these products so that urban and rural consumers can be assured of nutritious and safe products that they can eat with ease of mind. 3) We must actively promote the construction of a system of socialist core values; exhort patriotic, collective, and socialist mores; amplify the spirits of emancipating the mind, seeking truth from facts and advancing with the time; heighten the awareness of the need to reform, innovate, press forward and work hard; continue to enhance the appealing and cohesive power of socialist ideas; and make maximum efforts to rally the vast majority of people under the great banner of socialism with Chinese characteristics.
Wu Bangguo Attends the Deliberations Among Fujian Deputies
The deputies, in their enthusiastic comments, said they fully supported the work report that Chairman Wu Bangguo gave on behalf of the NPC Standing Committee. The deputies also stated their views on bringing about a decent and fast economic and social development and doing an even better job in accomplishing NPC projects. After listening to the views of Liu Dezhang, Lin Qiang, Dai Zhongchuan and other deputies, Wu Bangguo said: The successes the 10th NPC Standing Committee has achieved have everything to do with NPC deputies’ wholehearted support. He said he would humbly accept deputies’ supervision, make constant efforts to improve NPC operations and work hard to upgrade the NPC Standing Committee’s work to a new level.
Wu Bangguo stressed: to uphold and improve the people’s congress system and accomplish all NPC projects under the new situation, we must hold high the great banner of socialism with Chinese characteristics, firmly adhere to the socialist course with Chinese characteristics, firmly adhere to the guidance of socialist theories with Chinese characteristics and firmly uphold the organic unity between party leadership, the people being the masters of the country and management of state affairs according to law. First of all, we must firmly adhere to the socialist course with Chinese characteristics for political development; second, we must take into consideration the fundamental interests of the broadest majority of the people; third, we must do our work surrounding the general interests of the party and the state; and fourth, we must manage our affairs according to law and established procedures.
Wen Jiabao Attends Deliberations Among Jilin Deputies
The Jilin deputies, while taking the floor, said they fully endorsed the NPC work report that Chairman Wu Bangguo gave on behalf of the NPC Standing Committee. They also expressed their views on rejuvenating the old industrial bases, beefing up the country’s food producing ability, and protecting the ecology and the environment. After listening to the views of Han Changfu, Liu Xijie, Xu Jianyi and other deputies, Wen Jiabao said: Northeast region already has a rather robust industrial foundation and relatively rich resources. We must take full advantage of the region’s favourable conditions so as to expedite the development of its strong industries, such as the large equipment manufacturing industry. Rejuvenating Northeast China’s old industrial bases is not a short-term task. The goal is to ensure the region’s sustained development. This calls for attention to conserving resources, improving the ecology and protecting the environment. Economic and social development and conservation of resources and ecological protection must proceed and be planned at the same time, giving consideration to both immediate and long-term needs. Jilin has rich natural and ecological resources. It is a large ecological province in the country. Thus, Jilin must be the country’s forerunner when it comes to preserving the ecology and the environment, protecting the resources and natural and ecological resources in the Changbai mountain range, speed up the control of the Songhua Jiang, protect the black soil, woodlands, grasslands, wildlife and wetlands. These are Jilin’s precious assets and also the strengths that Jilin can take advantage of for its development.
Li Changchun Attends the Deliberations Among Yunnan Deputies
The Yunnan deputies, in their comments, fully endorsed the NPC Standing Committee work report that Chairman Wu Bangguo gave at the NPC. They also discussed issues about building a democratic legal system, promoting educational development in border and minority regions, and speeding up the development of cultural services in the rural areas. After listening to the views of Qin Guangrong, Yan Youliang, Dao Linyin and other deputies, Li Changchun said: Encouraging cultural innovations and emancipating and developing cultural productive forces are the path we must follow in order to achieve a booming cultural development. We must continue to emancipate our minds, change our mindsets and make sure the spirits of reform and innovation run through all aspects of cultural projects so that we can increase the vitality of cultural development. We must encourage establishment of new institutions and mechanisms, deepen the reforms in cultural institutions, rebuild the cultural market mainstays, improve our cultural markets, improve their micromanagement, and change the responsibilities and functions of government departments. We must encourage cultural workers to innovate on the substance and form of cultural works and create more subject matters and ways of expression so that our cultural works will be more appealing. We must also encourage new ways of propagation, use high-tech to rebuild our traditional cultural industry, promote the development of the emerging cultural industries and speed up the construction of a new cultural propagation system so that Chinese culture can have strong international influence and be more competitive in the world.
Xi Jinping Attends the Deliberations Among Shaanxi Deputies
The deputies from Shaanxi spoke one after another on the NPC session’s topics of discussion. They said they fully endorsed the NPC Standing Committee work report that Chairman Wu Bangguo gave at the session. After listening to the comments made by Yuan Chunqing, Yang Yongmao and Chen Qiang, Xi Jinping stated his views on Shaanxi’s decision to amplify the reform and innovation spirits during the course of developing western China and building stronger provinces in western China. He said: Shaanxi must expedite its scientific development with the spirit of reform and innovation. Shaanxi must give full scope to its strengths that it is already a scientifically and technologically strong province so that Shaanxi, now a big province known for its science education, will become a province strong in science education. While planning urban and rural developments, Shaanxi should also speed the process of creating a new pattern marked by integration of urban and rural development and economic and social development. Shaanxi should also display the spirit of reform and innovation to improve its basic economic system and bring about a healthy and fast development of nonpublic economies while developing the public economies. Shaanxi should, with the spirit of reform and innovation, make efforts to safeguard and improve people’s livelihood, energetically carry out and push forward projects associated with people’s livelihood, and work hard to blaze a new trail where economically less developed regions can follow to improve the people’s living conditions. Shaanxi should also employ the spirit of reform and innovation to build stronger party organizations and combine the work of promoting and amplifying the spirit of reform and innovation with the work of inheriting and carrying forward the Yanan spirit so that party organizations will become organizations imbued with the spirit of the time and their operations will yield fruitful results.
Li Keqiang Attends the Deliberations Among Chongqing Deputies
The deputies of the Chongqing delegation warmly discussed real situations concerning making overall planning for urban and rural developments, implementing the basic general plan for governing the country according to law, and addressing people’s living problems. When Hu Jiankang, Huang Qifan, Yang Qing and other deputies spoke, Li Keqiang listened to their comments carefully and jotted down the main points. When he took the floor, he said he fully endorsed the NPC Standing Committee report that Chairman Wu Bangguo gave at the NPC session. He said: In the past five years, the 10th NPC Standing Committee has achieved remarkable successes in making laws, exercising supervision and bringing the deputies’ roles into play, and making significant progress in building a socialist legal system and people’s congress system. Li Keqiang pointed out: China is a country with 1.3 billion people and the majority of them are peasants. To achieve modernization, we must have an overall plan for urban and rural developments. Chongqing must seize the opportunity of making supportive, comprehensive reforms in urban and rural areas, firmly adhere to the path to achieve new forms of industrialization, urbanization and agricultural modernization – a path that has Chinese characteristics; make great efforts to promote reforms and innovations; and explore a way to build institutions and mechanisms helpful for changing the two-element urban-rural structure. Chongqing should speed up the process of rejuvenating its old industrial base, do a good job in developing the districts adjacent to the Three Gorges Dam, safeguard and improve the people’s livelihood, and work hard to achieve new leaps in economic and social development.
Wang Qishan, Bo Xilai, He Yong, Xu Jialu, Jiang Zhenghua, Hua Jianmin, and Chen Zhili also attended the deliberations among deputies of various delegations.
