Richmond Refinery Presents Energy and Hydrogen Renewal Project to City of Richmond Planning Commission

Chevron's Richmond Refinery will present the Energy and Hydrogen Renewal Project to the City of Richmond Planning Commission this evening and discuss the Final Environmental Impact Report which was prepared by experts hired by the City. The Planning Commission must certify the Environmental Impact Report and issue a Conditional Use Permit before construction of the improvements can begin.
Mike Coyle, general manager of the Richmond Refinery said, "We are pleased to present a comprehensive review of the Renewal Project to the community. For more than three years, we have worked with the City of Richmond and the Bay Area Air Quality Management District to help ensure this Project meets or exceeds regulatory requirements." Chevron has also attended meetings with Richmond neighborhood councils and local community organizations. On January 31, the City of Richmond Design Review Board voted 4-0 to approve the Project.
Coyle added, "This project seeks to reduce overall emissions, improve reliability and increase energy efficiency at the Refinery. Chevron looks forward to working with the City of Richmond to conclude the permitting process for the Project and begin construction. It will also provide over 1,200 new construction jobs and increased revenues to fund city services."
The project upgrades three existing refinery units including: replacement of the Hydrogen Plant, replacement of a power plant with a new Cogeneration Facility, and replacement of the current Catalytic Reformers with a Continuous Catalytic Regeneration Reformer. The project will improve the refinery's ability to more efficiently remove sulfur to produce the low sulfur, high quality transportation fuels -- gasoline, jet and diesel -- that consumers want and fuel specifications require.
