Holmes Denies Habitat Waiver for Inspection Fees

MILLERSBURG — A slow down in new well and sewage permit applications is affecting the Holmes County Health District’s ability to assist nonprofit organizations seeking waiver of fees.

The board broke precedent Friday when it turned down a request by Habitat for Humanity to waive water and sewer inspection fees after Health Commissioner Dr. D.J. McFadden “regretfully” suggested the request not be approved. McFadden made the recommendation based on shrinking revenue streams into the accounts that cover the cost of the permit application process.

“I’m concerned about our private water fund. There’s a little over $300 in there,” McFadden said. “The sewer fund ran a $12,000 deficit last month. It’s not in the red overall, but there is that concern.”

The total applicable costs for the two inspections at the Habitat home, to be constructed off a township road in Mechanic Township, is $794, with the water inspection at $269. Of the water total, $28 is sent back to the state.

The district water fund currently stands at $387.

The Habitat for Humanity application is for a new well and septic system.

Members of the health board expressed disappointment they could not assist Habitat, having honored requests for waiver of fees in the past. Board member Kurt Rodhe questioned whether similar denials will occur if revenues remain sluggish and deficits continue.

“This is no reflection on Habitat for Humanity. They are a great organization,” Rodhe said. “I don’t know where, with our financial state and the good works we can do, this falls.”

McFadden and Director of Environmental Services Jon Croup attributed the decline in the two funds to a potential outdated cost methodology formula and fewer permit applications, possibly due to the housing downturn.

Board member Paul Miller said he regretted having to vote against the fee waiver.

“What we’re saying is we don’t have it give,” Miller said. “We’d love to, but we can’t.”

The next meeting of the Holmes County Board of Health will be held June 20 at 8:30 a.m.
