Charleston lawyer David Flannery has been elected chairman of ORSANCO, the Ohio River Valley Water Sanitation Commission, which oversees water pollution control for the Ohio River and its tributaries in West Virginia, Ohio, Indiana, Illinois, Kentucky, Pennsylvania and Virginia.

Flannery, manager of the Jackson Kelly law firm’s environmental law department, represents companies and trade organizations in environmental regulatory issues, facility site placement and regulation litigation. He also serves on the executive committee of the board of directors of the state Chamber of Commerce and on the American Bar Association’s Natural Resources and Environmental Law Section.

Former Gov. Cecil Underwood appointed Flannery to ORSANCO in 2000.
