Dismissal of Case Disappoints Resident

An Arapahoe County district judge has dismissed a resident’s lawsuit against Aurora City Councilman Ryan Frazier for not releasing communications that he may have had with an engineering firm.”At this point, I’m just really disappointed at the ruling,” said Foster Hines, 55, of Aurora, who filed the lawsuit.Frazier said he was pleased with the decision.”We’re glad it’s been addressed in the courts and we’ll keep moving forward,” he said.In March, Hines filed a lawsuit against Frazier for not responding to his Colorado Open Rec ords Act request for information on Frazier’s communications with Carollo Engineers, a firm that won a $9.6 million water construction contract with the city.Hines said that Frazier had received nearly $1,500 in political contributions from the company the same day the City Council voted on the contract. Hines wanted to know what communications Frazier had with the firm.Hines said he hasn’t decided what he will do next.”I’m weighing my options, on whether to go to the city clerk, or what have you,” he said.
