Ban Dangerous Driving Habits

I just observed a person driving in Salem with their small dog on their lap, hanging out the open window, while the driver talked on a cell phone. Were these people born stupid or does that just occur naturally every time they put a cell phone in their ear?
Even liberal California had enough sense to outlaw these dangerous behaviors!
