EU pushes climate change plan

The European Union is calling on developed nations to cut greenhouse gas emissions 30 percent by 2020, officials said Wednesday.
The EU is asking all but the poorest developing countries to limit growth in their collective emissions, the EU Observer reported Wednesday.
The European Commission proposal includes plans to create a carbon market with wealthy nations by 2015. The plan calls for poorer countries to be added to the market by 2020.
The current EU emissions trading system allows industries to buy and sell pollution credits based on how much pollution they create.
Member states will discuss the plan at a summit in March.
