Russia proposes nuclear fuel reserve under international control
MOSCOW, July 13 (Xinhua) -- The Russian Federal Atomic Energy Agency (Rosatom) on Wednesday called for creating a guaranteed reserve of nuclear fuel under the control of the International Atomic Energy Agency (IAEA).
Speaking at an international conference on nuclear fuel in Moscow, Rosatom chief Alexander Rumyantsev proposed developing a scheme for an insured and guaranteed reserve of nuclear fuel under IAEA control, the Interfax news agency reported.
Rumyantsev said the reserve would "provide a guarantee of supply in the event of a halt in commercial supplies."
This measure would ensure guaranteed access to nuclear technology for states that voluntarily scrap national nuclear programs and meet all obligations under the non-proliferation treaty, Rumyantsev added.
The nuclear energy official described the current nuclear fuel market as "stable," but said unilateral approaches might disrupt the balance on the market.
Tightened control over supplies of sensitive technology should be accompanied by new measures to ensure guaranteed access to the technology, Rumyantsev said.
