U.S. EPA Issues Clean Water Priorities, Strategies for Fiscal Year 2006

The U.S. Environmental Protection Agency (EPA) recently released its National Water Program Guidance: Fiscal Year 2006, which outlines implementation strategies for the fiscal year for the clean water elements of the agency's 2003-2008 EPA Strategic Plan: Direction for the Future. Two of the plan's five goals - "Clean and Safe Water" and "Healthy Communities and Ecosystems" - include clean water objectives developed by the EPA Office of Water.

The principal national clean water goals identified in the plan include

* ensuring that U.S. waters are safe for drinking and swimming,

* ensuring that fish and shellfish are safe to eat,

* developing and maintaining healthy watersheds and coastal waters, and

* developing additional wetlands.

According to the new guidance document, EPA's priority clean water goals for fiscal year 2006 under the strategic plan are to

* improve water quality monitoring, reporting, and environmental goalsetting;

* contribute to President George W. Bush's goal of achieving an overall increase in U.S. wetlands, which includes "restoring, improving, and protecting" at least 1.2 million ha (3 million ac) of wetlands, by 2009;

* improve overall compliance with drinking water standards;

* restore and improve water quality on a watershed basis; and

* support sustainable water infrastructure.
