Davie Modifies Garbage Contract to End Complaints on Yard Waste

Aug. 4--DAVIE -- Council members on Wednesday agreed to amend the town's garbage contract with Waste Management, ending a dispute over yard waste collection that pitted residents against the hauler.

"I hope this will solve the problem," said Councilwoman Judy Paul. "Hopefully, this will put this to rest."

Under the proposal, bulk collection will be reduced from four times to once a month, but it will include yard waste under 4 inches in diameter. Also, the amount of bulk trash allowed will increase from 6 to 15 cubic yards each pickup.

"This is better than nothing at all," said resident Ken De Armas. "Fifteen cubic yards is a pretty good size."

The proposal would eliminate a restriction forcing users to cut palm fronds and tree limbs to less than 4 inches in diameter and to place them in rollout green carts with regular household waste.

Dozens of homeowners had complained the restriction was unrealistic. Some said it created a burden on people who had to use machetes to cut palm fronds.

Residents became aggravated after Waste Management refused to pick up small fronds and tree branches placed with bulk waste and any waste exceeding 6 cubic yards.

"Bulk material will not be required to be tied or bundled or placed in a cart, although use of the cart for twigs, small branches and clippings is encouraged," said a document prepared by Ronald Kaplan, an attorney for Waste Management.

As a result of the bulk pickup reduction, residential garbage fees would drop by 40 cents, from $16.56 to $16.16 a month.

When the contract was renewed in June 2004, the fee was slashed from $21.87 to $16.56 a month. A vote on the proposal will be taken at a later date.
