Beijing, 30 December: The Leading Group for National Science and Technology Education held its second plenary meeting on 30 December. Wen Jiabao, member of the Standing Committee of the Political Bureau of the CCP [Chinese Communist Party] Central Committee, premier of the State Council and head of the Leading Group for National Science and Technology Education, chaired the meeting. The meeting heard a report by the Ministry of Education on the drawing up of the "2003- 2007 Plan of Action for the Revitalization of Education" and the "National 'Double Basic' [Chinese: liang ji] Assault Plan for the Western Region" and heard a report by the Ministry of Science and Technology on the organization, implementation and progress status of 12 key science and technology projects.

The meeting believed that the "2003-2007 Plan of Action for the Revitalization of Education" has specified the directions, missions, and objectives of China's education work for the next five years and presented specific requirements for educational reform and development. The "National 'Double Basic' Assault Plan for the Western Region" has made detailed plans for the western region to achieve the basic universalization of nine-year compulsory schooling and the basic elimination of illiteracy among young and middle-aged people. The implementation of these two plans will be of important significance for the improvement of the quality of the whole nation and for comprehensive, coordinated, and sustainable economic and social development. The meeting called on all localities and all departments to conscientiously implement these two plans from the perspective of the "revitalization of the nation through science and education," the "building of a strong nation through talent" and the promotion of the grand strategy for developing the western region.

The meeting believed that 12 key science and technology projects organized and implemented by the Ministry of Science and Technology since December 2001, such as the "Very Large Scale Integration and Software" project, have made a number of important science and technology achievements. The meeting called on the Ministry of Science and Education to conscientiously sum up experiences based on mid-term evaluations, adhere to the need for market-oriented national economic and social development, and further improve the projects, in order to ensure the accomplishment of the scheduled assault missions.

Hua Jianmin, state councillor and secretary-general of the State Council and Chen Zhili, state councillor and deputy head of the Leading Group for National Science and Technology Education, attended the meeting.
