Chinese to Construct Small Hydro-Electric Power Plants in Montenegro

Posted on: Monday, 22 August 2005, 06:00 CDT

Text of report by Montenegrin radio on 22 August

[Announcer] Chinese energy companies are interested in the privatization and construction of a small hydro-electric power plant in Montenegro, according to international BOT [build-operate- transfer] standards of construction, management and maintenance. This was the topic of discussion between Montenegrin President Filip Vujanovic and Chinese Foreign Minister Li Zhaoxing. Li Zhaoxing proposed to the Montenegrin delegation that Chinese companies visit Elektroprivreda in the coming period in order to start implementing the project.

Republika has learnt that the Chinese are prepared to construct small power plants in Montenegro using technology which they invented themselves some 10 years ago. This technology allows for the production price per kilowatt of electricity to be much cheaper than 7-12 cents, which is the average price for households using electricity from small power plants in the area. Such power plants, which have been constructed by the Chinese elsewhere in the world, have proven to be very profitable. The average price of such energy projects is about half a million euros, and the deadline for return of the loan is three years.

A tender for privatization of small power plants on the rivers Musevic, Crnojevic, Podgor, Savnik and Lijeva Reka will be invited in the autumn and currently a feasibility study for construction of small power plants, drafted by the Hrvoje Pozar from Zagreb, is underway.
