Russia Seeks to Build More Units at Tianwan Nuke Plant

MOSCOW. Sept 14 (Interfax) - Russia plans to bid for all projects to build nuclear power plants abroad and expects to win the right to build the third and fourth generating units of the Tianwan nuclear plant in China though this "is not so easy," Federal Atomic Energy Agency chief Alexander Rumyantsev said on Wednesday.
Construction of the first generating unit at Tianwan, where Russian company Atomstroyexport is general contractor, has taken longer than planned, he told reporters.
The unit is to be launched late in 2005 or early in 2006. Fuel will start being loaded into the reactor late this month.
The unit was to be in operation several months before launching the third generating unit at the Kalinin Nuclear Power Plant in Russia, a unit that has been running for about a year already.
Rumyantsev said that, given its fast economic growth, China would be able to develop its own nuclear technologies in seven to 10 years' time. This would preclude long-term Russian presence in the Chinese market, he hinted.
Russia is building two generating units in India, which are going in operation in 2007 or 2008. But whether Russia can expand its presence in the Indian nuclear market is also questionable as India is not a signatory to the Treaty on the Nonproliferation of Nuclear Weapons, and so there are international restrictions on its nuclear imports.
Russia is meanwhile bidding for a nuclear power plant to be built in Bulgaria, Rumyantsev said.
He also said it Russia's strategic plan to build up exports of nuclear fuel.
