Covina Moves to Annex County Park

Sep. 21--COVINA -- Consider it a step toward the city's plan to assume control of a 12- acre county park.
The City Council tonight will consider approving a joint resolution with the Board of Supervisors to accept the property tax revenue from the annexation of Charter Oak Park, an agreement which would result in no money for the city.
"This is a formality," said Mike Marquez, Covina's community development director.
The city may, however, receive money for park development if the annexation is approved. The county has $1.4 million earmarked for general improvements from 1992 and 1996 park measures and grants that is included in the annexation deal, according to Sheila Ortega, spokeswoman for the county Department of Parks and Recreation.
The Local Agency Formation Commission has yet to approve the annexation.
The agreement between the city and county also would leave room for Covina to receive 13 percent of any taxes collected if the city chooses to use the park at 20261 E. Covina Blvd. for commercial activity a possibility that is not a top priority for the council.
But Marquez said the city doesn't intend to use the park for a non-public use.
"We'll take it and use it as a park," he added.
