Sunrise, Fla., Likely to Renew Deal With Trash Hauler

Sep. 29--SUNRISE -- How the trash gets collected will be up for review today, but the question of who collects the city's trash -- and the city's cash -- may have already been answered.
All Service Refuse, which already handles Sunrise, was one of two companies to submit bids this month. The All Service bid was not only substantially lower than that of Waste Management Inc., but also was lower than All Service's present contract with the city.
That gives the city the opportunity to save more than $4.5 million through 2011 while maintaining the same level of service.
The savings would translate to just under $2 per month for each home, according to an analysis conducted for the city by consultant R.W. Beck of Orlando.
"I think the commission will go ahead and accept the bid from All Service, and it will save our residents a significant amount of money over the next five years, and even more if the contract gets extended beyond that," Mayor Steve Feren said.
The City Commission will address the matter during a special meeting at 5:30 p.m. today in City Hall, 10770 W. Oakland Park Blvd.
Officials said the commission must first decide whether to extend the city's existing contract with All Service. If no action is taken, the existing contract will be automatically extended for three years.
Next, the commission would choose between All Service and Waste Management. All Service offers a savings of $4.5 million over five years, but Waste Management's proposal would cost the city an additional $10.5 million.
"Obviously, Waste Management missed the mark on this," company executive Harold "Butch" Carter said during a workshop last week.
Under the existing level of service, residents' garbage is collected twice a week, with a limit of five cans or bags picked up manually, at a cost of $23.21 per month. Under the new proposal from All Service, the same is offered for $21.27 per month.
