EPA Seeks $100K From Wapak Man for Tire Cleanup

Dec. 9--ST. JOHNS -- The Ohio EPA is seeking nearly $100,000 in reimbursement for cleaning up an illegal tire dump on Geyer Road, the agency announced Thursday.

Robert E. Keller, of Wapakoneta, had the equivalent of 100,000 car tires on the property just south of St. Johns in 2002 and was ordered to clean it up, said Dina Pierce, spokeswoman for the Ohio Environmental Protection Agency. Those orders were not carried out, so the agency fined him $2,500 and conducted the cleanup itself at a cost of $94,000.

Pierce said an attorney for Keller told her that the tires were dumped by others on Keller's property, and that Keller had nothing to do with them.

"It's still a property owner's responsibility to deal with it," Pierce said. "He agreed to go ahead and let us have access to the property so we could go in and clean it up, and he's agreed to pay us back the cost."

The state requires a license to collect tires, and requires that tire piles be kept to a certain height, with fire lanes in between them, and with mosquito controls in place. The owner must also be doing something with the tires, such as shredding them, and not just storing them, Pierce said.

"Mr. Keller didn't have a license to store tires, and the ones that were there weren't stored properly," Pierce said.

The exact number of tires isn't known, Pierce said. A truck tire is the equivalent of about five car tires, and the figure of 100,000 was based on car tire equivalents, she said. There were a number of truck tires on the property, she said.
