Russian Nuclear Power Plant Development Given Go-Ahead

Moscow, 19 December: Rostekhnadzor [Russian Federal Service for Ecological, Technological and Nuclear Monitoring] has sanctioned the construction of a second stage of the Balakovo nuclear power plant, Rosatom [Russian Federal Atomic Energy Agency] told an ITAR-TASS correspondent today. "The Federal Service for Ecological, Technological and Nuclear Monitoring has endorsed the conclusions drawn up by the state expert commission set up to conduct an ecological examination of the project for the construction of No 5 and No 6 generating sets at the Balakovo nuclear power plant," Rosatom said.

"According to the conclusions drawn up by the expert commission, the project blueprints meet the ecological requirements and the possibility of building and commissioning a second stage of the plant," Rosatom said.

The construction of the nuclear power plant's second stage, which includes two generating sets with a capacity of 1,000 megawatts each, was suspended in December 1990, Rosenergoatom recalled. It was then decided to finalize the ecological feasibility study of the project where it dealt with "safety and effects on the environment, the plant's personnel and the population in the event of accidents beyond the design basis", the concern explained.

Four generating sets are currently operating at the Balakovo nuclear power plant, which is located on the left bank of the Saratov water reservoir on the Volga river, 10 km to the northeast of the town of Balakovo. The generating sets include modernized VVER- 1000 [water-moderated] reactors, with a capacity of 1,000 megawatts each, the Rosenergoatom concern said.
