Pacific Gas and Electric Company Accepts Nuclear Regulatory Commission Decision on Humboldt Bay Power Plant

SAN FRANCISCO, Dec. 21 /PRNewswire-FirstCall/ -- Pacific Gas and Electric Company (PG&E) today acknowledged the violations and accepted the civil penalty levied by the Nuclear Regulatory Commission (NRC), relating to issues at its Humboldt Bay Power Plant near Eureka. The case involves poor record keeping as to the location of three 18-inch fuel rod segments and a small amount of non-fuel nuclear material at the plant, which as been shut down since 1976.
The utility notified the NRC in July 2004 of a discrepancy discovered by plant employees, regarding records of the location of nuclear material from the late 1960s. The company conducted a comprehensive investigation and concluded that the material was either stored on site or had been shipped to a licensed nuclear waste facility.
"We regret that shortcomings in our past record-keeping caused this problem, and acknowledge that the level of detail and thoroughness of records we kept in the 1960s and 70s are no where near the levels they are at today," said Dave Oatley, vice president and general manager, Diablo Canyon Power Plant. "Given the meticulous nature of the records we keep today, we can guarantee that this will never happen again."

The NRC agreed that there is no evidence to support the theft or diversion of the fuel segments or other non-fuel nuclear material environment.
All used fuel and nuclear material at the utility's Diablo Canyon Power Plant is, and always has been completely accounted for.
