New Manager for Water Authority

DUBLIN -- James Bewley, longtime wastewater management expert, has been named manager of the joint authority that oversees the San Ramon Valley Recycled Water Program.
Bewley was chosen from a pool of five candidates to lead DERWA, formed 10 years ago by the Dublin San Ramon Services District and East Bay Municipal Utility District.
Bewley formerly managed the South Bayside System Authority and helped establish a similar recycled water program in Redwood City. He has been involved in the wastewater treatment field for 36 years.
"We're very excited about having Jim Bewley on board," said Frank Mellon, DERWA board of directors president. "His level of experience that he brings will be a significant asset to what we are looking to accomplish over the next couple years."
Bewley began the no more than half-time position Tuesday. He replaces Bob Baker, who retired.
Bewley will oversee the $100 million project that will eventually supply recycled water to Blackhawk, Danville, San Ramon and Dublin.
Bewley will monitor the system that includes 161/2 miles of "backbone" pipeline, two reservoirs, two pump tanks and a wastewater treatment plant that will provide 3.3 million gallons of recycled water per day.
In a second phase, the system's capacity is poised to be expanded to 5.7 million gallons per day.
The recycled water -- which can be used for irrigation and landscaping purposes -- began flowing through DSRSD's pipes in November 2005 and will begin serving EBMUD consumers next week, said Sue Stephenson, DSRSD community affairs supervisor.
Bewley said he will also continue to manage state grants and loans, work with Alameda County on future watertopics and meet expanded customer demand. Bewley, who lives in Point Richmond, said he is excited to take on the new post.
"I'm looking forward to working with the combination of the two agencies," he said.
Bewley once aided DSRSD with an expansion program as a consultant and said he is also familiar with several EBMUD employees through his professional associations.
