Retired Cop Charged With Child Pornography

Feb. 15--A retired Waukegan police officer who was charged Tuesday with child pornography in Wisconsin told police he had 1 million pornographic images of children, officials said Tuesday.
Newton B. Tench, 63, of the 10200 block of 63rd Avenue, Pleasant Prairie, Wis., was arrested Sunday and is being held in Kenosha County Jail in lieu of $350,000 bail, according to the district attorney's office.
Tench was a patrolman and evidence technician for Waukegan police from 1971 to 1993, said Chief Bill Biang, who recalled him being an officer who did his job but never tried hard to advance through the ranks.
There were no discipline problems, the chief said.
"He worked here for 22 years, and there was never any indication that he was involved in anything like this," Biang said. "If there had been ... we would have arrested and charged him, just like anyone else."
It was not clear Tuesday if Tench held other law-enforcement jobs after leaving the Waukegan force.
Tench's home was searched by state and local officers on a tip from federal Immigration and Customs Enforcement investigators as part of Operation Falcon, a probe of credit-card records seized from a child porn billing service in Belarus in 2003.
Tench told police he had been collecting child pornography since 1980 and had amassed 1 million images of children, from babies to teens, said spokesman Kelly Kennedy of the Wisconsin Department of Justice.
"If indeed he had 1 million images, that would be one of the largest [cases] I've heard of," Kennedy said.
