India invited to join Turkmenistan-Afghanistan-Pakistan pipeline project

NEW DELHI, FEB. 20 (Xinhua) -- India has been invited to become an official member of the Turkmenistan-Afghanistan-Pakistan (TAP) Natural Gas Pipeline Project, a statement by the Indian Ministry of Petroleum and Natural Gas said Monday.

The invitation was made by the Steering Committee of TAP Project during its ninth meeting held in Ashgabat on Feb. 14-15.

The Indian delegation, led by Minister of State for Petroleum and Natural Gas Dinsha Patel, attended the Steering Committee meeting as an observer.

The minister of oil and gas industry and mineral resources of Turkmenistan, minister of mines and industry of Afghanistan and minister of petroleum and natural resources of Pakistan participated in the meeting.

As per the procedure, after taking a view of joining, India would need to make a formal request to the governments of Turkmenistan, Afghanistan and Pakistan with Asian Development Banks's (ADB) facilitation.

The committee expressed the view that India may like to take a decision in the matter within three months. Upon India becoming a member, the project name will be officially changed to Turkmenistan- Afghanistan-Pakistan-India (TAPI) Natural Gas Pipeline Project.

The meeting was preceded by a visit of the participating delegations to Daultabad gas field, the source identified for supplying gas to the project.

The Turkmenistan side made a presentation of their existing production facilities, estimation of gas reserves and assured the gas supply commitment to the project.

ADB made presentations on the draft report on security study of the project and possible project structures. The Pakistani and Indian sides also presented the gas scenario in their respective countries and made projections of their gas requirements.

The committee established a technical group, which would meet at least once in two months to discuss the critical project issues. It was agreed to invite India's participation in the meetings of the technical group as an observer.

The next meeting of the Steering Committee has been scheduled in Islamabad in the last week of April 2006.
