China to Continue International Cooperation for Energy Security - Researcher

Tokyo, 1 March: China will continue international energy cooperation and help to improve international framework of energy security, a senior Chinese energy researcher said here Wednesday [1 March].

Speaking at an energy security seminar, Zhou Dadi, director- general of Energy Research Institute of China's National Development and Reform Commission, said, "Peaceful energy development is the basis of our national policy."

One of China's objectives in energy cooperation is "to ensure world supply capacity through sufficient investment in energy production", Zhou said, adding "China will also seek mutual beneficial approaches with energy host countries".

To ensure energy security, China will make full use of domestic resources, diversify energy supplies and further invest in exploration and energy infrastructure, he said.

"China will also endeavour to increase energy efficiency and environmental sustainability," the expert said.

According to Zhou, China has proposed in the next five-year development programme proposal to cut its per GDP energy consumption by 20 per cent by 2010 as against the 2005 year-end level.

The proposal also notes that from 2006 to 2010, China will try to meet its energy demand mainly with domestic supply, and will take coal as the main source of energy.

The one-day seminar "Energy situation in Russia, China & India: from the foreign policy perspective" was organized by the Japanese Foreign Ministry.

In a speech featuring world energy security, Dr Valery P. Sorokin, an adviser of Russia's Gazprom Group, also stressed the importance of international cooperation in achieving energy security.

"World economic development critically depends on energy market, which has become global," said Dr Sorokin, "Global energy security means security of supply as much as security of demand."

Noting "Global energy security is indivisible", the Russian expert urged to move from energy dialogue to energy partnership.

As this year's G8 chair, Russia has chosen energy security as one of the main themes of St Petersburg Summit Meeting to be held this summer, according to Sorokin.
