Governor Fills Four Positions

David K. Paylor, who has spent nearly three decades with environmental-protection agencies in Virginia, is the new director of the Department of Environmental Quality.

Paylor was one of several appointments Gov. Timothy M. Kaine made yesterday to environmental posts.

The DEQ runs programs to protect people from air and water pollution, among other things.

Paylor said last night that he is committed to "finding balanced solutions to environmental problems." Previous DEQ Director Robert G. Burnley is retiring.

Paylor served as deputy secretary of natural resources under Gov. Mark R. Warner. Before that, he spent 25 years at the DEQ and a predecessor agency, the State Water Control Board.

Kaine also appointed:

-- Nicole M. Rovner as deputy secretary of natural resources. Since 2000, Rovner has been director of governmental relations for The Nature Conservancy of Virginia, an environmental group.

-- Jeffrey M. Corbin as assistant secretary of natural resources. Corbin was deputy director of the Virginia office of the Chesapeake Bay Foundation.

-- Joseph H. Maroon as director of the Department of Conservation and Recreation. Maroon, who served in the post under Warner, was reappointed.
