Possible Recycling Plant Raises Concerns for City

May 5--A Mexican company once torn between Seguin and San Antonio as the site of a $42 million paper recycling plant may not be headed for either city.
Copasba, a manufacturer based in Puebla, Mexico, just isn't a good fit for Seguin, said Ramon Lozano, director of the Seguin Economic Development Corp.
"That one just wasn't something we wanted to do for environmental reasons and because the site they chose was too close to residences," Lozano said.
San Antonio officials also have concerns about the environmental impact of locating a plant here. "We want to make sure we have a project that will meet local air quality standards," said Ramiro Cavazos, the city's economic development director.
The plant, which Copasba said would employ between 150 and 260 people, would use water and chemicals to convert paper waste into rolls of recycled paper. Those rolls would supply factories in Mexico making items such as toilet paper and napkins.
Copasba now has 270 employees and generates annual sales of about $27.2 million, according to Hoover's Inc., a market intelligence provider.
There is some concern the company's proposed U.S. plant will emit solid particles into the air, Cavazos said, but Copasba owner Arnoldo Rojas insists that isn't the case.
He said he's working to address the city's environmental concerns, but he's not sure when more information will be available.
City and county officials requested the information in December.
"They said they'd get it to us as soon as they could, and we're hopeful we'll get it soon," Cavazos said. "If there's a consensus that we're in good shape, then we can take something forward. But as of right now, this project is on hold."
