Until recently, legislations largely ignored the pollution caused by stationary sources such as industrial plants. Polluting agents such as coal burning units have seen a decline in working efficiencies and emission control over the last three decades.
"The governments of Singapore, Hong Kong and Indonesia have judiciously borrowed relevant and specific environmental clauses as well as yardsticks for emission control for stationary sources from European countries," says Parthasarathy.
The environmental administration in these countries should also increase budget and manpower allocation for monitoring emissions from these sources and also enforce clear-cut minimum emission standards for plant operation license renewal. These units will need to upgrade and, in some cases, replace the installed ESPs, filters and scrubbers. This is likely to witness the creation of a whole new APCE market sector in this region.
