Association of California Water Agencies Praises the Governor's Signing of AB 2951

The Association of California Water Agencies (ACWA) today praised Governor Schwarzenegger's recent signing of AB 2951 (Goldberg), and released the following statement from ACWA Executive Director Steve Hall:
"We are proud to stand with the Governor and Assembly Member Goldberg as AB 2951 becomes law. This is not about education -- it is simply an issue of fairness in that some public agencies should not benefit at the expense of others. This bill ensures that."
"Thank you to Assembly Member Goldberg for leading this effort. As the Chair of the Assembly Education Committee, it took great courage to champion the fairness that this bill will implement."
AB 2951 will provide that all public agencies be subject to charges for water, sewer and electricity that contain a capital facilities component. It also protects the ability of public agency utilities to equitably apportion the costs of operating, maintaining, repairing, and replacing their system facilities among all customers -- public and private.
