ACC Stands Ready to Work With DHS to Enhance Security of the Nation's Rail Systems

ARLINGTON, Va., Dec. 15 /PRNewswire/ -- Today, the Department of Homeland Security issued a notice of proposed rulemaking regarding the security of the nation's rail systems. American Chemistry Council (ACC) President & CEO Jack N. Gerard issued the following statement:

"The American Chemistry Council (ACC) and its members recognize our important role in securing our facilities and the chemicals we produce. Following 9/11, without waiting for the federal government, members of ACC moved aggressively to secure their facilities and have invested more than $3.5 billion enhancing security under ACC's Responsible Care(R) Security Code. We also led the charge for effective chemical facility security legislation and were gratified to see Congress pass legislation.

"While we have not had a chance to review the proposed rules, we believe today's announcement by the Department of Homeland Security is a move in the right direction. DHS recognizes that the surest way to achieve transportation security is to further enhance the partnership between the shippers, carriers and the federal government.

"These rules represent an important step toward formalizing the voluntary agreements already in place that were designed to enhance the security of transporting chemicals by rail. We look forward to working with DHS on this issue as the rulemaking process moves forward."
