City, Developer Iron Out Details

Jan. 17–HIGH POINT — Shugart Management and the city’s Planning and Development Committee came to a meeting of the minds Tuesday on most issues holding up the proposed annexation and rezoningof 20.3 acres east of CedarwoodTrail. Shugart wants to build 52 detached single-family homes about a half-mile south of N. Main Street and Cedarwood Trail.
The homes would range from between $130,000 and $150,000.
“The city has agreed, as has the developer, that it (subdivision) would be served by Davidson Water when it’s first developed,” Bencini said.
“Shugart offered to put up $52,000 to make the water connection for city water when and if access to Hedgecock is made along a future yet-to-be-developed right-ofway.”
Because of steep slopes and resulting storm-water runoff on the site, city staff pushedfor no “slab-on-grade” construction in areas with steep slopes.
Shugart went along with that, Bencini said, and also offered to widen Cedarwood Trail where it intersects with N. Main Street.
Because Cedarwood Trail and N. Main (U.S. 311) are both highways, he noted, such plans have to be agreed to by the state.
Some concern arose about fire protection for the new development because nearby Horneytown Fire Department is still a volunteer fire department, Bencini said.
As for garbage service, a private fi rm already picks up on Cedarwood Trail.
“That’s going to mean a little extra travel for our garbage trucks,” he said.
“We considered whether private garbage service is a more economical way to handle it.”
If the developer and planning officials agree on the conditions discussed, the committee will recommend approval of the Shugart development to High Point City Council on Feb. 5
