Beijing, 14 February (Xinhua) – “Expand the Field of Preventing and Tackling Corruption at Its Source and Thoroughly Push Forward the Improvement of the Party’s Work Style, the Building of a Clean Government, and the Struggle Against Corruption – a Work Report Made by Comrade Wu Guanzheng at the Seventh plenary session of the CCP Central Commission for Discipline Inspection on 8 January 2007″

On behalf of the Standing Committee of the Central Commission for Discipline Inspection, I will now make a work report to the seventh plenary session of the central commission for your examination and approval.

The main tasks of this plenary session are: To carry out the scientific development concept in an all-round way, thoroughly implement the spirit of the 16th National Party Congress and that of the plenums of the CCP Central Commission since that national party congress, conscientiously study and implement the important speech made by Comrade Hu Jintao at the Seventh plenary session of the Central Commission for Discipline Inspection, review and sum up our work in 2006, discuss and make plans for improving the party’s work style, building a clean government, and carrying on the struggle against corruption in 2007 under the guidance of Deng Xiaoping Theory and the important thinking of the “Three representations.”

I. Review of Major Work in 2006

Attaching great importance to the improvement of the party’s work style, the building of a clean government, and the struggle against corruption, the party Central Committee and the State Council made a series of major policy decisions and plans and exercised firm and strong leadership. On several occasions, Hu Jintao and other central comrades listened to briefings given by the Central Commission for Discipline Inspection and issued important instructions. The Sixth Plenum of the 16th CCP Central Committee adopted the “Decision of the CCP Central Committee on Some Major Issue Regarding the building of a socialist Harmonious Society” and an important speech by Comrade Hu Jintao and set clear requirements for the work of combating corruption and building a clean government. The whole party studied, abided by, enforced, and upheld the party constitution as a major task, followed the strategic principles of seeking both temporary and permanent solutions to problems, tackling problems in a comprehensive way, and punishing and preventing corruption at the same time with stress on the latter, and carried out the “Implementing Outline for Establishing and Improving the System of Combining Education, Institutional Measures, and Oversight to Prevent and Punish Corruption”; the whole party promoted innovation in the system of combating corruption and building a clean government and stepped up its efforts to prevent corruption at its source. Through the concerted efforts of the whole party and the people across the country, the work of combating corruption and building a clean government and the struggle against corruption continuously deepened, and new progress and effects were made; Better results were achieved particularly in strictly enforcing party and government discipline, tackling cases of business bribery, ferreting out corrupt elements, and rectifying malpractices that harmed the interests of the masses.

1. Efforts were made to step up the implementation of the central authorities’ major strategies and plans, such as strengthening oversight and inspection and promoting the implementation of the scientific development concept. Focusing on the central authorities’ series of major policies and measures such as strengthening macroeconomic regulation and control, effectively doing the work relating to agriculture, peasants, and rural areas, protecting the resources and environment, and doing a good job of production safety, discipline inspection and supervision organs at various levels conscientiously performed their functions of oversight and inspection. The Central Commission for Discipline Inspection and the Ministry of Supervision supervised and coordinated with relevant departments in rectifying and standardizing the economic order of the market, carrying out more than 20 special rectification and inspection campaigns including strict land management, and sternly investigating and handling 23 land cases of violating the law and regulations, six mineral-resource cases against the law, and 50 typical environmental cases of violating the law and discipline; they took part in the investigations of 18 extraordinarily serious accidents and also inspected in a concentrating way the situation in regulating and controlling the real estate market. They also stepped up the improvement of the party’s work style and the building of a clean government at the grass-roots level, pushed forward the overall rural reform and the implementation of the central authorities’ policies supporting agriculture and benefiting peasants, and promoted the building a new socialist countryside.

The Central Commission for Discipline Inspection coordinated with relevant departments in stepping up their efforts to supervise and inspect the work of replacing old local party committees with new ones at various levels in a concentrating way, to strictly investigate and deal with cases of violating organizational and personnel discipline, to effectively rectify unhealthy tendencies in selecting and appointing personnel, and to prevent leading cadres from “being promoted while sick” or “taking up a new job while sick.” It also coordinated with relevant departments in sorting out and standardizing allowances and subsidies and investigating and dealing with the units that had violated relevant policies and regulations.

2. Special rectification campaigns were carried out to investigate and rectify outstanding problems harming the interests of the masses. Various localities and departments took the hot and difficult problems about which the masses were concerned as the focal point of their work and made conscientious efforts to solve the outstanding problems reflected by the masses, such as having difficulty in going to school and seeing a doctor. Approval of new- system schools was suspended, and supervision was exercised over the exemption of tuition and miscellaneous fees for the students receiving compulsory education in the countryside of the western region, benefiting nearly 50 million students. Efforts were made to comprehensively straighten out the standards for educational fees set by various localities, and 349 million yuan collected against regulations was returned to students. The country centralized the purchasing of medicines and chemical reagents by invitation to bid, totalling 104.024 billion yuan; the prices of medicines and chemical reagents set by the government were adjusted and reduced by 20 per cent on the average, and the amount of the reduced prices was about 20 billion yuan; this further standardized the diagnoses and treatments of medical institutions and their pharmacy and charges.

The central authorities’ policies on compensation for expropriated land and the resettlement of peasants whose land were expropriated were implemented step by step, and 31 provinces (autonomous regions, and municipalities directly under the central government) fulfilled the objective of eliminating the “three disorderly situations” on highways. Many localities and departments opened “hotlines on government and trade work style,” some of them set up grass-roots correspondence and visitation service centres, and the system of leaders accepting visitors from among the masses and the system of cadres visiting lower-level units were improved in order to gain a clear understand of the complaints and demands of the masses in good time and to resolve contradictions at the grass- roots level. The Central commission for Discipline Inspection and the Ministry of Supervision also made special arrangements for solving five acute problems reflected by the masses, such as cheating and harming peasants and making and selling counterfeit and substandard drugs. Various localities and relevant departments instigated and dealt with 36,259 cases of forcing up prices for means of agricultural production and making and selling counterfeit and substandard means of agricultural production to cheat and harm peasants, involving a total amount of 442 million yuan. A special campaign was carried out to rectify the development, production, circulation, and use of drugs, and 4,681 cases of violating the law and discipline in the course of selling and buying drugs and providing medical service, involving a total amount of 202 million yuan and protecting the vital interests of the masses.

3. A strong momentum was maintained in investigating and handling cases, and party members and cadres who violated party discipline were strictly investigated and punished. In 2006, commissions for discipline inspection at various levels placed a total of 123,489 cases on file for investigation and prosecution, 122,777 of which were wound up; 97,260 party members were subjected to disciplinary penalties, accounting for 1.4 per cent of the party’s total membership. Of them, 37,434 were given a disciplinary warning, 27,185 were given a serious disciplinary warning, 2,774 were dismissed from their posts in the party, 8,777 were placed on probation within the party, and 21,120 were expelled from the party; those who were suspected of having committed crimes were transferred in time to judicial organs to be dealt with according to law. Of those who were subjected to disciplinary penalties, 3,196 were punished for their dereliction of duty in accidents in production safety and in production management and operation, accounting for 3.3 per cent; 31,218 disrupted the order of social governance, accounting for 32.1 per cent; and 15,350 violated the rules on incorruptibleness and self-discipline and economic and financial discipline, accounting for 15.8 per cent. There were 3,530 party members suspected of having committed crimes who were transferred to judicial organs to be dealt with according to law, accounting for 3.6 per cent of those were subjected to disciplinary penalties. Under the leadership of the party Central Committee, we sternly investigated and handled the case of Comrade Cheng Liangyu’s serious violation of party discipline. The party Central Committee decided to place his case on file for investigation and to suspend him from work while the case was being investigated, which showed our party’s firm determination and clear-cut attitude in stepping up the improvement of the party’s work style, the building of a clean government, and the struggle against corruption.

A special campaign was carried out to rectify business bribery. Various industrial competent (oversight) departments organized the industries under their supervision to examine and rectify themselves and earnestly checked on and tackle problems in their operation and market oversight. Judicial and administrative law-enforcement departments stepped up their efforts to investigate and handle cases of business bribery, and they investigated and handled a total of 10,883 business bribery cases, involving 3.766 billion yuan in all. The society’s awareness of opposing and resisting business bribery was widely enhanced, and the establishment of a long-term mechanism for prevention and rectification of business bribery was steadily pushed forward. Discipline inspection and supervision organs at various levels conscientiously enforced relevant regulations regarding the investigation and handling of cases and handled cases in strict accordance with the law and discipline. They made efforts to step up the work of handling letters and visits by the people and opened Internet websites for reporting offences. Discipline inspection and supervision organs at various level seriously analysed cases, made suggestions on improvement of systems, and performed the function of getting at the roots of cases. They coordinated with relevant departments in studying the work of how to implement the “United Nations Anti-Corruption Convention,” strengthened international cooperation in combating corruption, stepped up their efforts to pursue escapees and recover the stolen goods or money embezzled, and dealt heavy blows at corrupt elements who fled abroad.

4. Education in improving the party’s work style and building a clean government was conducted in a down-to-earth way, thus enhancing leading cadres’ sense of performing official duties honestly. In connection with the education carried out to maintain the advanced nature of party members and with the study and implementation of the party constitution, the education of party members and cadres in improving the party’s work style and building a clean government was stepped up, with stress on establishing the socialist concept of honour and disgrace. Various regulations on performing official duties honestly were implemented to the letter, and 1,269 leading cadres were investigated and punished for accepting or giving cash, securities, or payment instruments in violation of regulations, involving a total amount of 54,483,700 yuan; 5,754 party members and cadres were investigated and punished for gambling. Efforts were stepped up to conduct propaganda and education in combating corruption and building a clean government, to extensively hold theoretical discussions on a clean-government culture, to sing songs about this culture, to educate family members in helping build a clean government, and to innovate in and enrich the form and content of clean-government culture. Education in honesty was gradually incorporated into the system of national education, and a social tendency of regarding honesty as a honour and corruption as a disgrace and of a clean practice, unyielding integrity, being harmonious, and making progress began to take shape.

5. Efforts were made to promote innovation in the system of combating corruption and building a clean government, and new results were achieved in preventing corruption and addressing its root causes. Reform was continuously deepened, and a number of important state laws and systems and inner-party rules were improved. The Standing Committee of the National People’s Congress (NPC) drew up and adopted the “Law of the People’s Republic of China on Supervision by the Standing Committees of People’s Congress at Various Levels.” The General Office of the CCP Central Committee printed and distributed the “Regulations on Reporting Relevant Personal Matters by Party Member-leading Cadres.” Judicial organs improved the open trial system and strengthened their internal supervision. Procuratorial organs strengthened their legal supervision over lawsuits and gradually improved the supervision and restraint mechanism for crimes committed while in office. The Organization Department of the CCP Central Committee formulated regulations, such as those on the term of office, exchange, and withdrawal of leading party and government cadres and established a system for comprehensive appraisal of local leading bodies and leading cadres that embodies the requirements of the scientific development concept. The State Council’s Office for Reform of the Examination and Approval system conducted an examination and feasibility study of 1,800 administrative and non-administrative items now requiring to be examined and approved by various departments under the State Council, and the operation, management, and supervision mechanism of administrative approvals were continuously improved. Financial departments continued to deepen the reform of budget management, and the reform of the system for classifying government revenue and expenditures was started. The national government-controlled funds were brought within budget management, and the reform of centralized treasury revenue and payments was expanded to all central and provincial-level departments. The scopes of the system of keeping the public informed of government investment projects and the system of hiring people to carry out construction were continuously expanded. The financial supervision and management system was improved step by step. The land for industrial use was brought within the scope of inviting tenders for, auctioning, or putting up a notice on the transfer of the right to use state land. The scope of government procurement reached 350 billion yuan.

6. Restraint and supervision were strengthened over the exercise of power, and bigger steps were taken in supervising principal leading cadres. Nationwide, 1,315,300 leading cadres at the township or sectional level or above reported within the prescribed scope on their work and their efforts to perform their duties honestly. Leaders of commissions for discipline inspection talked with 319,500 principal leaders at lower levels; they talked on performing official duties honestly with 351,300 cadres before they assumed office; they talked with 57,900 cadres and gave them a warning and encouragement as well. The system of meetings of democratic life, the system of appraisal through democratic discussion, and other systems were implemented better. The Central Commission for Discipline Inspection and the Organization Department of the CCP Central Committee made inspection tours of 31 provinces, autonomous regions, and municipalities directly under the central government, the Xinjiang Production and Construction Corps, nine banks under the supervision of the central government, four state-owned financial asset management companies, and some insurance companies; they also inspected state-owned key enterprises. Various provinces, autonomous regions, and municipalities directly under the central government made inspection tours of 150 cities (prefectures) and 507 counties (cities and districts). Some departments under the State Council also make inspection tours. Uniformed management of the organizations to which discipline inspection and supervision personnel were assigned was steadily pushed forward, and their functions were brought into better play. The leadership system and working mechanism for making government affairs known to the public were continuously improved, and administrative organs at various levels were making their affairs more transparent. On the basis of straightening out administrative functions and powers, some localities compiled categories of making government affairs known to the public, promoting transparency in the exercise of administrative powers. The content and form of making open affairs in factories, villages, and units of public utilities were further standardized. Making party affairs transparent was pushed forward step by step. The work of improving the party’s work style, combating corruption, and building clean management in state-owned enterprises was continuously strengthened.

The functions of discipline inspection and supervision were performed in an all-round way, the work of administrative supervision was strengthened, and administrative organs and their personnel were encouraged to perform their official duties honestly, industriously, and according to law. Discipline inspection and supervision organs coordinated with and supervised relevant departments in establishing such systems as handling affairs within a definite time, making a promise in public, and administrative accountability. Some areas and departments made use of the electronic monitoring network to innovate in the supervision and restraint mechanism for the exercise of power by the government. In the country, 2,166 administrative service centres and 4,864 complaint centres were set up, and such centres accepted 109,821 complaints about administrative efficiency and mistakes. Personnel of state organs and responsible officials of state-owned enterprises invested in coal mines or became their shareholders, and efforts were made to sort out such personnel and to rectify their such conduct; 5,357 personnel took the initiative in registering their such investments and shareholding, and they withdrew their investments and shares, totalling 709 million yuan. Cases of violating government discipline were sternly investigated and dealt with, and 37,775 persons were punished for violating government discipline in 2006.

Discipline inspection and supervision organs at various levels conducted in-depth education to maintain the advanced nature of party members and made further efforts to solve problems ideologically, organizationally, and in work and work style. They strengthened internal management, improved rules and regulations, and strictly enforced discipline, especially the discipline concerning the handling of cases and the maintenance of secrets, thus strengthening themselves.

Meanwhile, we should also be keenly aware that the tasks of combating corruption and building a clean government remain arduous. The phenomenon of corruption in some fields is still rather serious, major or serious cases occur from time to time, and the cases of violating discipline by a very small number of leading cadres, especially by high-and mid-level leading cadres, have produced a very bad influence. Some outstanding problems harming the interests of the masses have yet to be solved once and for all. Some leading cadres practice formalism and bureaucratism to a serious extent, and they are not honest in work style and resort to deception. A small number of cadres work in an oversimplified and crude way, are not fair in handling affairs, and fight for profits with people. Leading cadres in some localities and departments have failed to earnestly implement the responsibility system for improving the party’s work style and building a clean government, and some measures for combating corruption and building a clean government have not been effectively carried out. The Central Commission for Discipline Inspection and discipline inspection and supervision organs at various levels must pay close attention to these problems and adopt effective measures to earnestly solve them. The Standing Committee of the Central Commission for Discipline Inspection will certainly act according to the requirements of the party Central Committee and the expectations of the people, earnestly perform its duties, and pay attention to studying new situations and problems; it will enhance its work foreseeability, strengthen its supervision and inspection, strive to improve the style of its thinking and work, consciously accept supervision by the whole party and the people across the country, and spare no efforts to do its work better.

II. The Main Work and Tasks for 2007

In 2007, we should persist in guiding ourselves with Deng Xiaoping Theory and the important thinking of the “Three representations,” carry out the scientific development concept in an all-round way, thoroughly act in the spirit of the 16th National Party Congress and that of the plenums of the CCP Central Commission since that national party congress, and implement in depth a series of major arrangements and requirements made or set by the party Central Committee with Comrade Hu Jintao as the general secretary concerning the efforts to combat corruption and build a clean government. We should further seek unity of thinking and gain a profound understanding of the protracted nature, complexity, and arduousness of the tasks of improving the party’s work style, building a clean government, and waging an anti-corruption struggle; meeting the requirements of the overall arrangements for the cause of socialism with Chinese characteristics, we should integrate the work of combating corruption and building a clean government into economic, political, cultural, and social development and into party building and expand the field of preventing and tackling corruption at its source. We should persistently follow the strategic principles of seeking both temporary and permanent solutions to problems, tackling problems in a comprehensive way, and punishing and preventing corruption at the same time with stress on the latter; we should implement the concrete views of the “Implementing Outline,” and promote the establishment of a system for punishing and preventing corruption. We should step up the improvement of leading cadres’ work style in an all-round way in order to further improve their work style. We should comprehensively perform the duties entrusted by the party constitution, lay stress on the key points, and continue to do a good job in the education and supervision of leading cadres and in encouraging them to be incorruptible and self-disciplined; we should continue to effectively investigate and handle major or serious cases, to remedy improper practices that harm the interests of the masses, to tackle problems at their sources, and to promote innovation in system and mechanism. We should take a more determined attitude, adopt more effective measures, and do ever more solid work; we should thoroughly perform the work of improving the party’s work style, building a clean government, and waging the anti-corruption struggle in order to build a favourable political atmosphere for the successful convening of the 17th National Party Congress.

1. It is necessary to strengthen the supervision and inspection of the situation in implementing the scientific development concept to promote the building a socialist harmonious society. According to the requirements for implementing the scientific development concept in an all-round way and accelerating the building of a socialist harmonious society, commissions for discipline inspection at various levels should lay stress on solving problems concerning the most practical, concerned, and direct interests of the masses and effectively do the work related to agriculture, peasants, and rural areas by centring on strengthening and improving macroeconomic regulation and control; they should enhance their capability for independent innovation, readjust the economic structure, change the mode of economic growth, and strengthen policies and measures in saving resources and protecting the environment and in other fields; and they should step up their supervision and inspection to promote the carrying out of various tasks. They should educate and guide large numbers of party members and cadres in profoundly understanding that better and faster development is an essential requirement for implementing the scientific development concept in an all-round way, and they should keep enhancing their consciousness and steadfastness in implementing this concept. They should firmly rectify the acts of going against the requirements of the scientific development concept and of the building of a harmonious society and ensure that government orders are carried out without fail and that the authority of the party Central Committee is safeguarded. They should implement the system of leading cadres accepting visitors from among the masses and coordinate with relevant departments in establishing a relevant system to protect the interests of the masses. They should improve the interest-coordinating mechanism, open channels for lodging complaints and putting forward demands, and vigorously prevent and resolve contradictions to maintain social harmony and stability.

We should take improving the work style of party members and cadres as a penetrating point from which to promote the building of a harmonious society. According to the requirements of the “eight adherences and eight oppositions,” we should continue to establish and carry forward a fine work style and earnestly solve the acute problems existing among leading cadres in such aspects as the style of one’s thinking, study, work, leadership, and life. We should vigorously carry forward the spirit of seeking the truth and being pragmatic, resolutely overcome formalism and bureaucratism, and keep under strict control various festivals, celebrations, and evaluations and all other activities to determine compliance with the required standards. We should reduce the number of meetings and documents and improve their style. We should conscientiously implement relevant regulations on meetings, reception of those on official business, and the management of travel accommodation and other expenses paid on official business. Those who attempt to gain honour and profits by building “image projects” or “vanity projects” losing contact with reality, practicing fraud, or making a fraudulent claim through exaggeration should be strictly dealt with according to relevant regulations. We should vigorously promote the practice of diligence and frugality, keep firmly in mind the “two musts,” and always maintain the true political quality of arduous struggle. We should conscientiously implement the central authorities’ relevant regulations on practicing strict economy and opposing extravagance and waste, improve relevant systems, and strengthen supervision and inspection. We should strictly control the construction of office buildings, large halls, and guesthouses by party and government organs; as for such projects that have been approved, it is necessary to implement relevant regulations and comply with relevant standards, and any acts of luxury and waste must be resolutely stopped. It is strictly forbidden to use public funds for wining and dining, travelling from one scenic spot to another, and extravagant entertainment. The unhealthy trend of those attempting to use public funds to travel in the name of study tours or attracting investments from overseas, especially to travel abroad must be firmly rectified. Those who violate regulations will be dealt with organizationally or be subjected to disciplinary penalties depending on their individual cases. We should effectively step up the work of combating corruption and building a clean government, deepen reform, and improve relevant laws and systems; we should exercise strict management, strengthen the supervision and inspection of the situation in implementing various regulations; and we should strictly implement the responsibility system for improving the party’s work style and building a clean government and encourage leading bodies and leading cadres at various levels to enhance their abilities to lead the building of a socialist harmonious society.

2. It is necessary to step up education in ideology and morality and in party discipline and state laws in order to enable leading cadres to earnestly work for the people, be pragmatic, and be fair and square. Large numbers of party members should conscientiously study the “Selected Works of Jiang Zemin,” especially Comrade Jiang Zemin’s expositions on combating corruption and building a clean government and study the party Central Committee’s important instructions on combating corruption and building a clean government. We should persist in the socialist core value system and arm our minds, guide our practice, and fortify our ideals and convictions with the latest achievements made in Sinicizing Marxism. We should conscientiously conduct education in party discipline, especially in political discipline, and urge party members and cadres to strictly abide by the party constitution and inner-party rules, to be loyal to the party, and to take a firm stand; we should particularly guard against the plots of hostile forces at home and abroad to Westernize or divide China and conscientiously resist erroneous remarks and tendencies. We should stress political awareness and healthy trends and strictly maintain party secrets; we should not believe rumours, nor should we spread them. We should strictly investigate and deal with the acts of complying with the party’s resolutions and policies in appearance but opposing them in heart and of each going his or her own way, in order to maintain the unity and solidarity of the party.

Party organizations at various levels should continue to conduct in-depth education in ideas and convictions, in the party constitution and the law and discipline, in the socialist concept of honour and disgrace, and in being incorruptible and self- disciplined, and warning education should also be carried on in order to build a solid ideological and moral foundation for the honest performance of official duties and to enable leading cadres to make fewer or no mistakes. We should further improve the working pattern of “large-scale propaganda and education” in combating corruption and building a clean government; we should keep to the correct orientation, commend typical models, and step up our foreign propaganda effort at combating corruption and building a clean government. We should thoroughly develop a clean-government culture and carry out extensive education in professional ethics, social ethics, and family virtues, and carry out varied and colourful activities to develop clean-government culture so as to keep enhancing the society’s awareness of honesty and cleanness.

We should strictly enforce the “four main rules of discipline and eight points for attention” and earnestly solve the outstanding problems existing in the honest performance of official duties by leading cadres. We should resolutely straighten out and rectify those leading cadres who take advantage of their positions and powers or official influence to seek unlawful profits by purchasing commodity houses at prices evidently lower than the market prices or trading quality houses with inferior ones; to occupy others’ houses or automobiles in the name of borrowing; to accept money or accumulate wealth by taking part in gambling or do so in a disguised form of gambling; to gain unlawful profits by entrusting others with investment in securities or entrusting others to conduct financial transactions; to seek anticipated unlawful gains for themselves or for their spouses, children, relatives, or friends by various unfair means. Such leading cadres should be dealt with organizationally or subjected to disciplinary penalties depending on their individual cases. Those who are suspected of having committing crimes should be transferred to judicial organs to be dealt with according to law. We should continue to strictly investigate and deal with leading cadres who accept or give cash, marketable securities, or payment instruments in violation of regulations. We should strengthen the supervision and inspection of the situation in the employment of leading cadres’ spouses and children who should report or register their such employment with competent authorities, and we should resolutely rectify the existing problems. Leading cadres should strictly educate and make strict demands on their spouses and children and personnel working at their side. Party committees and governments at various levels should adhere to principle, and under no circumstances must they be allowed to give special consideration to leading cadres’ relatives, nor must they offer any conveniences to them in seeking unlawful gains. They should continue to supervise and inspect the enforcement of discipline in the replacement of old leading bodies with new ones at various levels and coordinate with relevant departments in standardizing allowances and subsidies. They should assist relevant departments in consolidating and standardizing the resident offices in Beijing of local party and government organizations and state-owned enterprises; they should conscientiously carry out special campaigns to sort out existing problems and effectively strengthen supervision in this regard. Various areas and departments should improve their systems according to their local conditions, strictly enforce discipline, and resolutely prevent and rectify the use of sedan cars surpassing the set standard or exceeding the personnel quota, the building of housing with raised funds in violation of relevant regulations, and the occupancy of housing surpassing the set standard and in contravention of relevant regulations.

3. It is necessary to strictly enforce party discipline and state laws and to continue to make efforts to investigate and handle cases. Investigating and handling cases are an important means of punishing corruption. We should lay stress on investigating and handling cases of party member-cadres’ abusing their powers, being corrupt, taking bribes, being degenerate and decadent, and dereliction of duty, cases of seeking personal gains by taking advantage of their personnel power, judicial power, their power of examination and approval, or their power of administrative law enforcement. We should strictly investigate and deal with cases of officials colluding with businessmen and trading power for money, especially cases of granting or writing off loans in violations of relevant regulations, cases of fraudulent public bidding for projects with government investment, cases of seeking personal gains by illegally approving land deals, transferring the land-use right at a lower price, or changing plans without authorization, cases of examining and approving the mineral-prospecting right and the mining right and participating in the development of minerals in violation of relevant regulations, and cases of hiding, dividing, transferring, selling cheap state-owned assets without authorization during the reorganization and restructuring of enterprises. We should strictly investigate and deal with cases of violating relevant regulations on allowances and subsidies, cases of seriously harming the interests of the masses in land expropriation, housing demolition and resident relocation, the reorganization and restructuring of enterprises, production safety, the management of social security funds, environmental protection, and relocation of people from reservoir areas, and cases of leading cadres and law enforcers acting as protective umbrellas for underworld or evil forces. We should uphold the principle that all people are equal before the law. No special party member is allowed within our party. Whoever violates party discipline and the state law must be strictly investigated and punished.

We should earnestly study the new characteristics of cases of violating the law and discipline and further step up the work of handling letters and visits from the people and handling offences reported by them and the review, management, and trial of cases. We should establish a system for ideological education of punished party members and for visiting them and guarantee the rights of party members. We should handle cases in accordance with the law and discipline and in a safe and civilized way and transferred cases of suspected crime to relevant organs in good time. We should persist in learning from past mistakes to avoid future ones and curing the sickness to save the patient and ensure that justice is tempered with mercy. We should give full play to the function of addressing the root causes in investigating and handling cases. In the new situation, commissions for discipline inspections at various levels should assist party committees in organizing and coordinating the anti-corruption work and in improving the organizing and coordinating system and mechanism. They should promote international exchange and cooperation in combating corruption and set up and improve working mechanisms for preventing corrupt elements from fleeing abroad, arresting them overseas, and retrieving the assets involving in their cases.

We should continue to thoroughly carry out the special campaign to tackle business bribery. We should strengthen the supervision and inspection of various departments in investigating and rectifying themselves business bribery. We should strictly investigate and handle cases of business bribery in project construction, land transfer, transactions of property rights, drug purchasing and marketing, government procurement, and development and marketing of resources and cases of business bribery in other fields. We should improve and standardize the acts of market competition and the laws and systems concerning the punishment of business bribery and strengthen the measures for supervising the examination of qualities and qualifications; we should push reform forward, tackle problems in a comprehensive way, and explore and establish a long-term mechanism for preventing and tackling business bribery.

4. It is necessary to step up the improvement of the work style of the party and government and to earnestly tackle and rectify the unhealthy social trends that harm the interests of the masses. When the party’s work style is healthy, the cadres and the masses will be harmonious; when the cadres and the masses are harmonious, the society will be stable. Commissions for discipline inspection at various levels should take tackling and rectifying the unhealthy social trends that harm the interests of the masses as an important task in building a socialist harmonious society; they should supervise and coordinate relevant departments in laying stress on solving the acute problems reflected by the masses. They should continue to straighten out and standardize the production and circulating order of medicines and crack down on the making and sale of counterfeit and shoddy food and medicines, the illegal practice of medicine, false and unlawful medical advertisements, the making and selling of counterfeit and shoddy means of agricultural production, and forcing up the prices of means of agricultural production. They should strengthen their supervision and inspection of production safety and strictly investigate and punish the acts of neglecting one’s duties resulting in endangering the safety of the masses’ lives and property. They should thoroughly carry out special campaigns to tackle enterprises’ illegal pollution discharge and to guarantee the health of the masses; they should strictly investigate and handle the problems of environmental pollution and sternly investigate and deal with the acts of violating the law and discipline in environmental protection. they should carry out a special campaign to straighten out the order of the real estate market, audit and check on real estate development enterprises according to law, and strictly deal with cases of violating the law and regulations and trading power for money whenever discovered. They should continue to tackle the problem of unauthorized collection of fees by educational institutions and conscientiously rectify the unhealthy tendencies in the purchase and sale of drugs and in medical service. They should step up their efforts to investigate and deal with the problems of harming peasants’ interests in land contracting and expropriation and effectively solve such problems. They should resolutely investigate and deal with unauthorized collection of fees in rural areas and prevent the burden of the peasants from increasing again. They should carry out in-depth activities to evaluate the work style of governments and trades through democratic discussion. They should persist in rectifying and improving their work style at the same time, step up their efforts to prevent and tackle problems, pay attention to solve symptomatic and tendentious problems, and establish a long-term mechanism for rectifying the style of work.

We should conscientiously implement the central authorities’ views on stepping up the efforts to improve the party’s work style and build a clean government at the grass-roots level in rural areas and further promote the building of a new socialist countryside. The key to stepping up the improvement of the party’s work style and the building of a clean government at the grass-root level in rural areas lies in the county party committees, and towns and townships constitute the basis for this purpose. We should adopt effective measures to strengthen supervision and inspection and do a good job in this regard. We should resolutely rectify a small number of cadres’ oversimplified, crude, and impractical work style, their partiality in handling affairs, and their acts of harming the interests of the masses.

5. It is necessary to deepen institutional reform and innovation and push forward the work of tackling problems at their sources. We should put reform at the centre of corruption prevention. According to the arrangements made by the central authorities, various areas and relevant functional departments should each perform their duties, lay stress on institutional development, and continue to carry out various reforms well. They should deepen the reform of the personnel system relating to cadres and conscientiously implement the measures for comprehensive appraisal of the performances of local party and government leading bodies and leading cadres. Local party organizations and primary party organizations should strengthen their regular supervision of party members, implement and improve relevant systems and measures, prevent the observation of cadre from being untruthful, and prevent cadres from “being promoted while sick” or “taking up a new job while sick.” We should push forward the reform of the judicial system and working mechanism, implement the people’s assessor system and the people’s overseer system, improve the restraint mechanisms for accepting outside supervision according to law and for strengthening internal supervision, and continue to strengthen judicial organs’ work of combating corruption and building a clean government. We should deepen the reform of the system of administrative examination and approval, continue to sort out administrative and non- administrative items requiring examination and approval, and strengthen the supervision and standardization of administrative examination and approval. We should put forward the reform of the fiscal management system, deepen the reform of the systems for departmental budgets and for classifying government revenue and expenditures, and further enforce various relevant regulations on separating the management of revenue from that of expenditures. We should gradually bring the government’s non-tax revenue within fiscal management and expand the scope of the system of centralized treasury revenue and payments. We should continue to straighten out “small treasuries” and put the use and management of public funds under strict control. We should push forward the reform of official consumption by leading cadres and effectively lower the administrative cost. We should deepen the reform of the investment system, improve the system for supervision over government investment, step up the efforts to make policy decisions for government investment and to arrange funds for this purpose, and strengthen supervision over the approval of investment projects by enterprises and over putting them on record. We should accelerate the reform of the financial system, improve the law and system against money laundering and set up a warning mechanism for effective control over the outflow of large funds.

We should strictly enforce rules and regulations. We should improve the laws and regulations on public bidding for construction projects, strengthen supervision over public bidding for projects with government investment, and standardize transactions in the construction market. We should implement in an all-round way the system of public bidding for, auctioning, and putting up a notice on the transfer of the right to use land for commercial or industrial purposes; we should implement the system of keeping the public informed of the transfer or agreed transfer of land. We should implement the system for the transactions of state-owned enterprises’ property rights in the market and strengthen supervision over the entire process of transactions. We should improve the government procurement management system, strictly “separate management from procurement,” further expand the scope and scale of government procurement. We should push forward the establishment of a honesty and creditability system, strengthen the self-discipline and supervision of industries, improve the mechanisms for market access and withdrawal, and strictly standardize the market intermediary conduct.

6. It is necessary to strictly implement the regulations on inner- party supervision and to strengthen supervision over leading cadres, especially the principal leading cadres. We should earnestly implement the regulations on inner-party supervision, improve the supervision mechanism, and urge leading cadres to correctly exercise their powers. We should step up the inspection of implementation such systems as democratic-life meetings, leading cadres’ reporting on their work and on their efforts to perform their duties honestly, admonishing talks, and inquiries by letters. We should strictly enforce the “Regulations on Reporting Relevant Personal Matters by Party Member-leading Cadres.” We should earnestly implement the system for members of local party committees and commissions for discipline inspection to address inquiries in the party. We should thoroughly make inspection tours and continue to make such tours of various provinces (autonomous regions, and municipalities directly under the central government) and the Xinjiang Production and Construction Corps; we should also earnestly make inspection tours of financial institutions and state-owned key enterprises. We should strengthen and improve the inspection tours made by the party committees of various provinces (autonomous regions, and municipalities directly under the central government) and do a good job in inspecting counties (cities and districts). We should continue to exercise effective supervision over leading bodies, especially over the principal responsible officials; we should grasp the symptomatic and tendentious problems reflected by the masses in good time in order to discover and rectify them earlier. We should conscientiously sum up experiences, improve working mechanisms and systems, and keep achieving better results in making inspection tours. We should continue to strengthen the unified management of organizations to which personnel of discipline inspection and supervision organs are assigned, sum up and explore the methods with which to strengthen supervision over such organizations, and bring the role of those organizations into full play. We should further strengthen the auditing of leading cadres’ economic responsibility.

We should give full scope to inner-party democracy. We should conscientiously implement democratic centralism and improve the rule of procedure for leading bodies. We should vigorously promote the transparency of party affairs and conscientiously implement the systems of circulating a notice or reporting on important situations in the party and reporting on general situations. We should combine inner-party supervision with supervision from outside the party, thoroughly promote the transparency of government, factory, and village affairs around the matters involving the vital interests of the masses, and improve the system of handling affairs by units of public utilities in a transparent way. We should rely on the support of the masses for and their participation in combating corruption and building a clean government, give full play to the supervisory role of democratic parties and public figures without party affiliation, strengthen supervision by the news media and public opinion, and form a public-opinion atmosphere for punishing the wicked and publish what is good and for ridding evil and supporting justice.

We should further step up the improvement of the party’s work style and the work of combating corruption and building clean management in state-owned enterprises. We should strictly implement the regulations on the honest performance of official duties by enterprise leaders, establish and improve systems for salary management, official consumption, stock incentive, and performance appraisal, and standardize salaries, allowances, subsidies, and official consumption. We should give play to the role of workers congresses and effectively protect the legitimate rights and interests of enterprise workers and staff members. We should strengthen supervision over enterprise efficiency and promote the preservation and increase of the value of state-owned assets.

We should vigorously exercise supervision over law enforcement and strengthen the supervision and inspection of the situation in implementing the state policies and measures for macroeconomic regulation and control. We should continue to supervise and inspect the situation in implementing the “Civil Service Law,” the “Administrative Permission Law,” and other laws and regulations. We should do a good job in investigating and dealing with major or extraordinarily serious liability accidents. We should strengthen efficiency supervision and improve the mechanism for accepting complaints about poor administrative efficiency. We should vigorously implement the administrative accountability system.

Discipline inspection and supervision organs should strengthen themselves. They should continue to carry thematic and practical activities such as “be a staunch bodyguard of the party and a close friend of the masses,” further step up ideological and institutional development and the improvement of the work style, and keep improving the working abilities of discipline inspection and supervision cadres and their level in this regard. We should strengthen the building of the leading bodies of commissions for discipline inspection at various levels and do a good job in selecting personnel for such leading bodies and training the new secretaries of such commissions. Discipline inspection and supervision organs at various levels should enforce discipline impartially and sternly investigate and deal with the acts of violating discipline; at the same time, they should show concern for and cherish party members and cadres and support and protect their enthusiasm for reform and innovation and for being brave in practice. They should put strict demands on discipline inspection and supervision cadres and strictly educate, manage, and supervise them; those who are unsuited for the work of discipline inspection and supervision should be resolutely transferred to other work; those who violate the law and discipline must be sternly investigated and punished. Typical models who have come to the fore in work should be commended vigorously. Discipline inspection and supervision cadres should be honest and upright, dare to crack the hardnuts, and be frank and straightforward, and they should always maintain the style of being modest and prudent and a spirit of being energetic and promising and consciously accept supervision by party organizations and the masses of the people.

Comrades, the tasks of combating corruption and building a clean government are arduous, and the mission is glorious. Let us rally closely around the party Central Committee with Comrade Hu Jintao as the general secretary, hold high the great banner of Deng Xiaoping Theory and the important thinking of the “Three representations,” implement the scientific development concept in an all-round way, expand the field of preventing and tackling corruption at its source, thoroughly do the work of improving the party’s work style and building a clean government and carrying out the anti- corruption struggle, make new contributions to building a socialist harmonious society, and greet the successful convening of the 17th National Party Congress with actual deeds!
