Rosemarie MacQueen has been appointed director of planning and city development at Westminster City Council. MacQueen, who joined the authority in 1979 as a design officer, was previously head of city development. She will oversee some of central London’s largest developments, including schemes at Middlesex Hospital and Chelsea Barracks. She replaces Gordon Chard, who has retired.
Dr Steven Parissien will join chanty the Prince’s Foundation for the Built Environment next month as director of education. He was previously dean of arts at the University of Plymouth. Parissien will be responsible for establishing a postgraduate programme in urbanism and the environment, and overseeing the foundation’s training and conference portfolio.
Housing association LHA-ASRA has appointed Alan Boucker as new business development manager in the regeneration department of the group’s head office in Leicstershire. He was previously land manager at housing association Derwent Living in Derby.
Community-led regeneration scheme Clapham Park Project New Deal for Communities partnership has appointed Paul Hodson as programme manager, focusing initially on youth and education. Hodson was previously programme manager for the Big Lottery Fund managing youth projects in Scotland.
James Gibbs has been appointed as area director of economic development agency Highlands and Islands Enterprise (HIE) Inverness and East Highland. Gibbs will leave his current job as area director of HIE Moray for the new post at the end of next month.
Three new non-executive directors have been appointed to the board of the National Forest Company, an environmental project that aims to create a woodland park in Leicestershire, Derbyshire and Staffordshire. They are Susan Warren, currently deputy executive director for environmental regeneration agency Groundwork North Northamptonshire; Peter Webster, previously director of environment at Nottinghamshire County Council; and Robin Pellew, who was formerly chief executive of the National Trust for Scotland.
