Spacecraft Development to Account for Large Share of Russian Space Research

Moscow, 21 September: Launches, test operation and development of spacecraft will account for a large share of the R18.3bn (626.45m dollars) to be assigned for the Russian federal space programme in 2005, a spokesman for the State Duma Defence Committee said on Tuesday [21 September]. Plans for 2005 include the launch of the Ekspress-AM satellite, test operation of the Gonets-D1 and Gonets-M satellites, and continuation of development of the Luch-M satellite, the spokesman told Interfax-Military News Agency.

"In addition, production and ground experimental operation of components of the Ekspress-1000 service systems module are planned for next year to ensure completion of ground experimental operation of the unified service systems module in 2006," he said. Development of basic technologies for obtaining materials and biologic substances with specifications unachievable on the ground will continue next year, the spokesman went on. Maintaining Russia's status as a leading space power and guaranteeing its access to space are among the main goals of the federal space programme, he said.

Federal Space Agency (FSA) official Viktor Shutov said during an earlier Internet conference that almost R18.3bn (626.45m dollars) are allocated for the federal space programme in the 2005 draft budget (against R13.7bn, 468.99m dollars, in 2004) and over R2.5bn (85.58m dollars) are allocated for the Global Navigation System programme (against over R2.2bn, 75.31m dollars, in 2004). All in all, the FSA budget is due to increase by over R2.1bn (71.89m dollars) under the draft budget for 2005.

Shutov emphasized that Russian space programmes will be financed not only from the FSA budget. In particular, "the funds for the federal target programme GLONASS (Global Navigation Satellite System - Interfax) have been distributed between FSA, the Defence Ministry, and some federal executive authorities," he said.
